| Description |
The SCAF will provide TA to private equity fund managers and local entrepreneurs in order to (i) develop sustainable clean energy funds and early-stage funding windows, (ii) share incremental enterprise development and transaction costs, and (iii) encourage taking on higher risk portfolios through a seed capital return enhancement offered on a project by project basis.

| During Project Design | ADB has been working intensively with UNEP and Global Environment Facility (GEF) to develop the Seed Capital Assistance Facility (SCAF) operation structure and to implement SCAF as a RETA within ADB. In parallel with the cooperation with those two agencies, ADB has been consulted with prospective private equity funds in DMCs on formulation of SCAF operation. | |||||||||||||||||||||||||||
