Description The SCAF will provide TA to private equity fund managers and local entrepreneurs in order to (i) develop sustainable clean energy funds and early-stage funding windows, (ii) share incremental enterprise development and transaction costs, and (iii) encourage taking on higher risk portfolios through a seed capital return enhancement offered on a project by project basis.
Impact Energy related CO2 emissions are reduced through promotion of renewable energy and energy efficiency projects.
Outcome Increased access to financing for early stage sustainable energy enterprises and projects in the target region.
Outputs (i) New sustainable energy funds, projects and seed windows created.
(ii) Enterprise development support and seed capital provided to sustainable energy SMEs and projects.
(iii) Renewable energy and energy efficiency entrepreneurs trained.

Stakeholder Participation and Consultation
During Project Design ADB has been working intensively with UNEP and Global Environment Facility (GEF) to develop the Seed Capital Assistance Facility (SCAF) operation structure and to implement SCAF as a RETA within ADB. In parallel with the cooperation with those two agencies, ADB has been consulted with prospective private equity funds in DMCs on formulation of SCAF operation.
During Project Implementation ADB and UNEP will join forces in the implementation of the SCAF.
