Project Outcome
Description of Outcome Progress Toward Outcome
1. Well-staffed project cell set up within MUD to help ramp up and implement the JNNURM effectively and efficiently.

2. Significantly enhanced capacity of MUD to evaluate and appraise CDPs, DPRs and related policy reforms.

3. Enhanced capacity within MUD to provide technical and advisory support to state and ULB governments in implementing and managing integrated urban development and governance reform programs funded through the JNNURM

4. Increased awareness at the state and ULB levels about resources available through the JNNURM and procedures to access such funds.

5. Significantly enhanced reach and effectiveness of the JNNURM through close monitoring of overall performance and technical support to ULB and state governments in implementing reforms and project interventions

1. Inception received on 10 August 2006.

2. Progress report for July-September 2008 was submitted on 14 October 2008.Jan-March 2008 Progress report was received on 17 April 2008 while April to June 2008 Progress report was received 24 July 2008. Progress Report for April-June 2007 was received on 20 July 2007 and Progress Report for July to September 2007 was received on 6 November 2007.

3.Annual Report for 2008 was received in March 2009. Annual Report for 2007 was received in Feb 2008. Annual Report 2006 received on 12 March 2007.

4. Not yet due.

5. Guidelines for CDP, DPR have been refined. 63 cities have submitted their CDPs and preparation process has been institutionalized within the cities. 62 cities signed the MOU.

6. Software Requirement Specifications for MOUD was submitted 6 March 2007.

8. This will be a long term outcome and also subject to accomplishment of many other JNNURM reforms by ULBs.

9. The TA completion date has been extended until 30 Nov 2009 to ensure smooth flow for the upcoming TA (ADB is planning to come out with a separate TA for the remaining part of the Mission period of 7 years).

Summary of Environmental and Social Issues There are no anticipated environmental and social issues under this ADTA.
Consultations Planned or Carried Out The TA completion date has been extended from 15 June 2009 to 30 November 2009 to ensure that no gap in the assistance to the Mission between the on-going TA and the upcoming TA. Extension will provide quality time for ADB to structure its new TA based on a deeper consultation and specific requirement of the Mission.

ADB TA Team to give support to the Mission Directorate in the (i) implementation of reforms and review of the actual achievement of reform implementation in order to improve overall governance and delivery of basic services at the local level, (ii) implementation of 90 projects which are due for completion in the year and identify measures which need to be taken by mission cities to address the delays, (iii) facilitate Public Private Partnerships under JNNURM, and (iv) review and monitor the status of the institutional mechanisms put up by the Mission Directorate, such as Program Management Unit (PMU), Project Implementation Unit (PIU) at the ULB level, and the Independent Review and Monitoring Agency (IRMA) at the state level, and determine the difficulties faced by the states and cities and suggest measures in addressing these difficulties.


The Inception Report, Annual Reports (2006, 2007 & 2008), and Progress Reports (2007 & 2008) were submitted on time by the consultants. A detailed exit strategy will be included in the quarter of October-December 2008. Once finalized, this will form a part of the Annual Report for 2008. The remaining 6 months of support from January 2009 to June 2009 will be spent primarily in documentation, strengthening of internal processes and systems related to Mission Management, capacity augmentation of key mission personnel as well as the necessary handholding and handover.

The ADB staff met with consultants and the MOUD officials at least twice (in April and October) in the year to discuss the status of the TA. The TA is on schedule and there are no major issues. A small seminar was also organized by the ADB Project Officer to discuss within ADB and INRM ¿The Two Years of JNNURM¿, its progress, the ADB TA and its contribution to JNNURM's progress, and way forward for both JNNURM and the TA. The participants in the seminar also discussed the constraints and the required focus of future TA activities.

The inception mission was carried out from 17 to 21 July 2006 and the inception report was submitted on 10 August 2006. Regular meetings have been held between ADB Project Officer, who has been based in India since Feb 2007, and the staff of Ministry of Urban Development as well as the consultants to discuss the status of the TA, to convey ADB comments on the outputs, and the issues that need to be addressed.
