| The main outputs include: (i) clear assessment of the readiness (gaps and opportunities) for the use of country safeguard systems in ADB operations in specific DMCs; (ii) agreed medium-term programs that can be updated based on countries' needs in selected DMCs to strengthen country safeguard systems (e.g., TAs concepts supporting efforts to policy and legislation improvement and capacity building, and development of methodology for ADB/DMCs mutual efforts in establishing a mutual accountability system in which the real impacts of country safeguard systems on ADB-financed projects can be measured); and (iii) harmonized approaches among ADB, WB and other IFIs, for the further use of country safeguard systems in the DMCs. The TA will improve the implementation of environment and social safeguards through strengthened country safeguard systems in DMCs. The TAs primary purpose is to set out the approach and methodology for assessing the potential application of country safeguard systems through detailed assessments of safeguard systems in DMCs to identify areas of commonality and gaps that will require capacity building, policy adaptation, and improved procedural clarity. The TA will cover three components: (i) methodology for assessing DMC safeguard systems and equivalence between these systems and ADB safeguard policies; (ii) pilot application of the methodology in selected DMCs to assess equivalence, identify gaps if any, and determine suitability of specific country systems for use in ADB operations; and (iii) identification of targeted capacity building programs with selected DMCs to fill identified gaps and strengthen country safeguard systems. |
Country assessments have been carried out and draft reports are being prepared.
Subregional consultation schedules have been confirmed in coordination with respective RMs and the relevant government agencies. Four international and 10 national consultants commenced field works in June 2006. Local consultants prepared basic data, and compiling information on Country Safeguard Systems under the guidance of respective international experts. The coordination with TA 4686-REG: Harmonization and Managing for Results (managed under PhCO) is on-going, to share the common study area, i.e., eassessment of PHI country's environmental and social safeguard system. Local consultants have been: (1) conducting field visits; and 2) preparing draft final reports. International consultants submitted draft final reports in January 2007 (7 of 12 individualy policy/country reports), still 4 more integrated country reporst will be submitted in February 2007, and coordinating with local consultants during field visits. International consultants delivery of draft reports (7 of 12 individual policy country reports have been submitted as of 31 January 2007). All 12 individual reports were submitted in Feb 2007 and are being reviewed by ADB. These international consultants helped ADB draft strategic approach and methodology for CSS assessment in March. ADB's strategic approach and methodology for assessing CSS have been drafted and reflected in the latest version of draft OMs and appendix to the safeguard policy statement. As SPU consultantion has been postponed, assignment of the 3 international consultants for CSS consultations has also been postponed. Draft ADB-WB Joint report on Philippines EIS System implementation and performance to be undertaken. |

| Consultations Planned or Carried Out |
Consultations with DMC governments, institutions, civil society organizations, and
specialized nongovernment organizations will be a critical part of developing approaches to using country safeguard systems. The consultative process, which will be detailed by the time of inception, seeks to achieve as wide and appropriate a representation as possible at national and subregional levels. |
