| Description |
The proposed Project will include (i) construction of wastewater treatment facilities to increase treatment capacity by 800,000 m3/day, (ii) installation of water recycling systems to increase production capacity by 60,000 m3/day, and (iii) development of appropriate solid waste management systems with treatment capacity of 1,300 tons/day. The Project will benefit both the poor and non-poor by improving the living environment in selected areas in the Shandong province.
Shandong province is located along the northeastern coast of the PRC. The province has extensive water resources, including river and lakes. Rapid economic growth, industrialization, urbanization, and resultant increased pollution have caused significant deterioration of water quality. The Government has recognized that adequate environmental protection and pollution controls are essential preconditions for sustainable economic growth. The capacities of current wastewater treatment and solid waste management facilities in many cities in Shandong province are inadequate to improve water quality and the urban living environment. The State Council supported the Shandong Provincial Government to further develop wastewater treatment facilities, water recycling systems and solid waste management systems to control pollution into the Haihe. Government policies require that urban environmental pollution and ecological damage be controlled by 2010. National guidelines require that major cities, such as provincial capitals, have a wastewater treatment rate of 70 percent. To achieve this target, the Shandong Provincial Government has proposed to (i) expand the wastewater treatment facilities in a number of cities; (ii) install water recycling systems to increase water production capacity; and (iii) develop solid waste management systems to improve the quality of surface water in the city. Environment quality improvement and environmental and natural resource management are among ADB's strategic objectives in the PRC. In parallel with the proposed physical infrastructure, policy dialogue will continue to pursue the following areas: (i) integrated environment planning, (ii) integrated water and wastewater management, (iii) sanitation and solid waste management; (iv) tariff reform and regulatory formulation, (v) financing mechanism reform, (vi) management enterprise reform, (vii) institutional strengthening, (viii) urban poor and social program, and (ix) clean production technologies for industries. The proposed Project will be pro-poor through its environmental protection, support of economic growth, and provisions to ensure access to sanitation for the poor. Environmental improvement is qualitatively linked to poverty reduction. |

| Objectives and Scope |
The objective of the TA is to assist the Shandong Provincial Government (SPG) to prepare a project suitable for ADB financing by assessing the technical, environmental, financial, economic, social and institutional feasibility of a proposed investment project comprising water supply, wastewater treatment and solid waste management to control pollution within the expanding secondary town areas of the Hai River basin in Shandong Province and to improve water quality in the urban streams from the current worse than Class V to between Class III and V.
A total of 12 project components across 9 cities and towns in 4 of the 5 northernly municipal regions in Shandong province within the Hai River basin have been identified as forming the proposed Project. The project components are divided into three groups: municipal water supply and wastewater treatment; municipal solid waste management; and major industrial wastewater treatment. The proposed facilities are required to serve both the existing and rapidly expanding populations in each of the project cities and towns. The TA will also identify institutional capacity building measures including integrated wastewater management, solid waste management, and policy reforms to ensure the sustainability of the project and related facilities. |
