Description The TA will establish a Public-Private Partnership Forum to: (i) undertake a comprehensive review of the existing framework for private sector investments; (ii) disseminate the information on the best practices of public-private partnerships in energy sector from various countries; (iii) specify goal and roles of the partners, extend and timing of their involvement, knowledge sharing and building social/institutional capital in the sector; and (iv) select energy sector projects for future investment that will involve private sector participation.
Linkage to Country/Regional Strategy The TA is included in the ADB's country strategy program of Bangladesh for 2004-2007.
Outcome Progress Toward Outcome
The TA will address issues contraining sector development through continuing policy reform, institutional restructuring and priority investments that would facilitate private sector participation. The TA will help the Government in promoting private-sector participation and assuring sustainable development in the gas sector. TA implementation is ongoing. The executing agency and ADB are exerting extra efforts to meet the objectives as per agreed schedules.
Outputs and Timeframe Status of Implementation Progress (Outputs, Activities and Issues)
The Project outputs are:
(i) An action plan for unbundling of transmission and distribution entities.
(ii) Corporate governance procedures for gas sector entities.
(iii) Institutional/corporate strengthening package for gas sector entities.
(iv) An investment package that will facilitate private sector participation.
(v) Policy and regulatory reform package.
Consulting services have been resumed and restarted field services in August 2007.
