Description The TA will assist the Government to commercialize operations of DESA, to formalize them through corporatization, and to review and design an effective organizational structure. As part of DESA's corporatization, TA will examine private sector participation options for DESCO. The overall goal is to make distribution companies more efficient and self-sustainable.


The TA will provide assistance to corporatize DESA in two phases. First, it will carry out financial and legal work necessary for transfer of assets and liabilities from DESA to a new corporatized entity, to devise organizational structure that will make its operations more efficient and commercially viable, and to devise computerized management information systems that will increase effectiveness of billing and collection and minimize theft. Second, as part of corporatization of DESA, it will examine options for divestment of DESA's shares in DESCO.

Outcome Progress Toward Outcome
The TA will assist the Government and DESA to (i) corporatize DESA, (ii) introduce modern management information systems in the new company, and (iii) integrate the new company into the power network as a distinct power distributor. It will define the new company's relationship with other sector entities. Implementation of the subject TA is ongoing. The executing agency and ADB are exerting extra efforts to meet the objectives as per agreed schedules.
Outputs and Timeframe Status of Implementation Progress (Outputs, Activities and Issues)
The Project outputs are:

(i) New Corporation established.
(ii) Computerized financial and management information systems established
(iii) Strategy for divesting DESA's share in DESCO formulated
(iv) Financial action plans for DESCO and new company prepared
(v) Personnel policies drafted
The services of the consulting services have been resumed and commenced in the field on 27 August 2007. ADB Mission was fielded on 25-29 August 2007 to discuss further implementation steps.
