Status of Implementation Progress (Outputs, Activities and Issues) Project Steering Committee is established by Presidential decree #803 on February 28, 2008.
Project Implementation Unit for RBEP is fully staffed. Office facilities for PIU have been provided by MOPE. The PIU office has been fully furnished and equipped and is being utilized.


Upgrading Rural Schools:
School selection procedures have been carried out together with Selection committees, which were established in project provinces.
At the beginning of the year by orders #14 and #35 of the MOPE 438 rural schools have been selected for participation in the RBEP.
Bidding documents for procurement of lab equipment, lab furniture, class furniture have been prepared and sent to ADB for review.
List of literature and teaching aids to be provided by the project have also been identified by the Committee (established by the order of MOPE). At present the PIU staff is working on developing specifications for them.

Teacher Development:
Recruitment of consulting firm based on QCBS procedures has been posted on ADB CSRN website on November 17, 2008. In total 11 EOIs were been received until the final deadline. CSC meeting has been held and the shortlist consisting of 6 companies was approved on 17th February 2009. RFPs have been sent to shortlisted firms on March 17, 2009.


Community Participation
Recruitment of 1 international and 1 national consultant for implementation of Component #3 of the project is also under way. The CSC conducted and approved evaluations of individual consultants and the results have also been approved by ADB.
At present the EA and the PIU are working on singing a contract with the highest ranked candidates. Fielding of consultants is expected to take place in April/May 2009.


By category as follows:

Bidding documents for equipment and furniture to be supplied to rural schools under the project have been developed by PIU and are in the process of coordination and approval;
Recruitment of consulting services for component 2 of the project has been initiated, and fielding of the Senior international consultant is envisaged in November 2009. Recruitment of international and local consultants for component 3 will be finalized in March/April 2009 and both consultants are expected to be fielded in April/May 2009;
Learning materials under the project will be developed by international and local consultants towards the end of 2009 and first half of 2010;
For the purposes of publicity campaign, a local media firm is expected to be engaged in June-July of 2009;
Linkage to Country/Regional Strategy In accordance with the Government's development strategy, the Project is included in the country strategy and program (CSP) update 2006-2008.
