Linkage to Country/Regional Strategy ADB's country strategy and program prepared in 2003 regards urban development as one of the major operational instruments to achieve economic growth and inclusive social development.
Geographical Location Alwar, Baran-Chhabra, Barmer, Bharatpur, Chittaurgarh, Churu, Dhaulpur, Jaisalmer, Jhalawar-Jhalarapatan, Karauli, Nagapur, Rejsamand, Sawai Madhopur and Sikar.
Summary of Environmental and Social Issues While there are sites which are environmentally sensitive in Rajasthan, no urban infrastructure sub-projects will be sited in such areas. Project investments in tourism infrastructure will ensure that there are no adverse impacts on sites of religious and tourism importance. The Project will improve sanitation and solid waste management systems. The Project will ensure that subprojects with solid waste (e.g. landfill) and/or wastewater (e.g. wastewater treatment plant) components will have no potential adverse environmental impacts that cannot be mitigated.

The Project will improve the living conditions and urban environment, and optimize social and economic development in 15 urban centers of Rajasthan. This will be achieved through investments in urban infrastructure, in urban water supply, urban environmental improvements, urban transport, tourism infrastructure, and public health services in the project ULBs of Rajasthan. The Project will also include policy reforms to strengthen urban governance, management and support for priority investments in urban infrastructure and services. Given the likely scope of the ensuing investment project and the dominant role of women in household management, women are expected to be the primary recipients of the benefits from urban infrastructure and service improvements. No adverse impact is expected on indigenous people. An indigenous development framework and/or indigenous' people's development plans will be prepared as required.
Consultations Planned or Carried Out A participation plan, outlining how to involve which stakeholders at different stages of the project cycle, will be prepared.
Procurement
  Consulting Services Urban Development Department of Government of Rajasthan with support from the Asian Development Bank (ADB) is preparing Phase-II of Rajasthan Urban Infrastructure Development Project (RUIDP). The Government of India may request a Loan from ADB to finance Phase-II of Rajasthan Urban Infrastructure Development Project (RUIDP).

The Project goal is to encourage sustainable economic growth in cities and tourist centers within the State of Rajasthan. The objective of the Project is to ensure that the quality of urban infrastructure and municipal service delivery are improved in a sustainable manner to enable economic growth and poverty reduction to occur in 15 urban towns of the State. The Project will finance urban infrastructure development in the sectors of water supply, sewerage and drainage, solid waste management, city roads and transport and other infrastructure related to heritage, medical, fire fighting and tourism development in these cities. The Project period is likely to be from July 2007- June 2014.

Consultancy Firm(s) must include in their EOIs (i) summary details of similar projects carried out by the firms; (ii) experience of working in similar situations; (iii) experience in working with ADB, World Bank and/or other multilateral financed projects in India; (iv) annual turnover for the last three years; (v) details of works in hand; (vi) experience in required areas of expertise; (vii) one page summary of each project executed in the past five years showing nature of the projects, extent of responsibility and name of employer etc.; and (viii) willingness to work in the State of Rajasthan.

All the activities of the Consulting Services will be coordinated through the Project Management Unit of the RUIDP.

The Consulting firm(s) may submit EOI for more than one DSC through the same proposal. Based on the experience and capability, firm can be short-listed and finally selected for one DSC only.
