Status of Implementation Progress (Outputs, Activities and Issues) 1.Component A: Legal Assistance and Governance
Legal Aid Commission centers were opened in 11 districts. By the end of June 2007, 7268 client consultations were carried out, 8005 court actions were filed, 1657 legal documentation cases were solved, 259 awareness programs were carried out to schools, police staff, public officials, general public, and bribery and corruption officers. 275 candidates for the post of Mediators were interviewed. Appointed candidates received three days training from the Asia Foundation. 223 mediation cases were carried out. 299 cases were reveled at the governance based intervention program held at Hambantota District. Mobile Clinic held at Katugoda in Galle District issued 188 documents to the Tsunami affected people.

2.Component B: Northeast Coastal Community Development
331 GN divisions have been identified to receive support under this component. 322 Village Development plans have been completed, and people are displaced in the balance 9 villages are under preparation. 1330 community sub-projects were screened by the project office. Divisional coordinating committees have approved 1165 proposals. Work has been commenced for 1027 subprojects, and 711 have been completed. 19 subprojects worth of Rs. 5.77 million has been approved for community level environmental intervention programs. Under Livelihood Grant, 352 WRDS formed/Strengthened for livelihood micro credit activities. Rs. 177.75 million grant released to 340 WRDS for the revolving fund program.

3.Component C: Road Rehabilitation
Procurement of domestic consultancy services for outline design and preparation of contract documents worth $0.6 million were mobilized in September 2005 and completed in June 2006. Consultancy Services for Review of Design and Construction Supervision for South East Region, contract awarded in February 2007 and will be completed in March 2010. A Consultancy firm has been appointed to carry out the performance audit on all components by RDA. The inception report was delivered on 15 October 2007 and the first audit report was delivered on 23 April 2008. Contract for 2 ICB packages (C3 & C4) and 5 NCB were awarded. ICB package C4 was awarded to a Joint venture with domestic preference in January 2007. The overall progress is 38.2% as of June 2008. The contract is expected to be completed by end June 2009. Contract awarded for ICB package C3 Siyambalanduwa-Pottuvil-Akkaraipattu in March 2008. The overall progress is 1.9% as of June 2008. The contract is expected to be completed by end September 2010. Under provincial roads in the Southern & Western Province, 4 contract packages has been selected from the Southern Province and 3 has been already awarded. The overall progress is 47% as of June 2008. In Western Province, 1 contract package has been awarded and completed. Minor change in scope carried out with EU for the additional funds in June 2007. Rs 3.69 million has been reallocated from Rural Finance component (G) and other components to componet C in December 2007. $700,015 has been reallocated from component C tto component G in June 2008.

4.Component D: Water Supply
in Hambantota District, 13 subprojects have been identified of which 7 have been completed and 6 under implementation. In Batticaloa District, 6 subprojects have been identified and are under implementation. In Muttur, 4 subprojects have been identified, 2 under implementation and 2 in the tendering stage.

5.Component E: Southern Province Reconstruction
264 subprojects (1233 works) worth of Rs 3,274 million from all sectors were approved by Provincial Project Coordinating Committee (PPCC). All 3 districts covered. Tenders for 457 works were called and 451 tenders were awarded and 264 works have been completed and handed over. Progressive payments have been made to 1070 fully damaged houses and 1969 partly damaged houses under the owner driven housing program in the Western and Southern Provinces.

6.Component F: Coastal Resources
Emergency repairs completed for coastal stabilization structures in the Southern and Western Provinces. 29 subprojects worth of Rs, 860 million have been awarded for implementation and 20 subprojects have been completed. 6 subprojects worth of Rs. 310 million under design stage, and 6 subprojects worth of Rs. 137 million under tendering stage. Minor change in scope carried out in May 2008 to reallocate $2.5 million to Component E.

7.Component G: Rural Finance
In all affected districts 21850 end borrowers have been benefited. Savings of $7.08 million have been reallocated to other component A and C in December 2007. Minor reallocation of funds ($700,015) has been carried out from component C to component G to disburse pending withdrawal applications from NDTF in June 2008.

8.Component H: NECORD-Tsunami
114 subprojects from all sectors were approved by Provincial Project Coordinating Committee (PPCC) for implementation in Northern and Easter Provinces. Tenders for 87 subprojects have been called and 73 contracts have been awarded. 33 subprojects have been completed and handed over. Progressive payments have been made to 3712 fully damaged houses and 2994 partly damaged houses under the owner driven housing program in the Northern and Eastern Provinces.
