Project Outcome
Description of Outcome Better management of surface water resources in Wuhan Municipality (contributing to the achievement of MDG 7, target 10).
Implementation Progress
Description of Project Outputs 1. Improved and expanded wastewater services in urban areas of Wuhan.2. Improved and expanded wastewater services in the Caidian and Dongxihu suburban areas.3. Reduced flooding in the stormwater drainage areas of Qiaokouqu district and Yangsigang and Liujiao road.4. Increased institutional capacity of Wuhan Drainage Company (WDC) and Wuhan Urban Construction Foundation (WUCF), the two Implementing Agencies (IAs).
Status of Implementation Progress (Outputs, Activities and Issues) The project implementation has progressed about 48% as of September 2009.

Wastewater Management Component. This component includes (i) Wuchang Erlangmiao Wastewater Treatment Plant (WWTP) Expansion and Upgrade (Phase II), (ii) Hankou Huangpu Road WWTP Upgrade (Phase II), (iii) Hanyang Nantaizi Lake WWTP Expansion and Collection System (Phase II), (iv) Caidian WWTP and Collection System, and (v) Dongxihu Wastewater Collection System. The constructions are undergoing and progressing smoothly.

Stormwater Management Component. This component includes (i) Dongxihu Thi-Gate Connection, (ii) Changqing Pumping Station Expansion (Phase II), (iii) Hanyang Yangsigang Pumping Station and Stormwater Pipework, and (iv) Luojiagang Open Channel Rehabilitation and Luojia Road Pumping Station Expansion. The construction works are in good progress.

Capacity Building Component. This component will (i) support the further development of the regional water quality model, (ii) carry out a pilot inflow and infiltration study and a sludge management study, and (iii) provide training in financial management and operation of wastewater and stormwater facilities. The consultants are assisting the WPMO and the IAs in implementing the component.

Consulting Services. As of December 2008, 16 international and domestic consultants had been fielded, including team leader and deputy team leader, resettlement/PPMS specialists, sludge expert, environmental expert, and cost engineer. The services provided by the consultants included (i) preparation of semi-annual and annual project progress reports; (ii) involvement of procurement experts in bid processing and preparation of construction lists for civil works; (iii) two resettlement monitoring reports; and (iv) preliminary framework of environment monitoring.

Summary of Environmental and Social Issues Environmental Impact Assessments (EIAs) were prepared for each component and have been approved by the local Environmental Protection Bureaus and by the State Environmental Protection Agency. A comprehensive environmental monitoring plan including institutional arrangement has been developed and approved. An external institute was subcontracted by the consulting firms being responsible for environmental monitoring. Quality control and safety during construction has followed and complied with domestic rules and regulations.
Consultations Planned or Carried Out Two rounds of public consultations in the project areas were carried out to prepare the environmental impact assessments (EIA) and the resettlement plan (RP). The public consultations and disclosure (i) introduced the project components to the stakeholders; (ii) solicited ideas, suggestions, comments, concerns, and critiques on the potential environmental implications of the Project; and (iii) presented the findings of the EIA and RP, summarizing potential environmental impacts and mitigtion measures, and, in the second round, providing answers raised by workshop participants in the first round.
