Project Outcome

Status of Implementation Progress (Outputs, Activities and Issues) The first Review Mission was fielded from 12-18 March 2009 and held extensive discussions with staff of the PMU, the Coastal Development Authority (the Executing Agency), implementing agencies including the Provincial Department of Livestock and Fisheries (SLFD) and the Forest and Wildlife Department (SFWD); and participating non-governmental organizations including the International Union for the Conservation of Nature and Natural Resources (IUCN) and the National Rural Support Programme (NRSP).

Implementation of the Project is approximately two years behind schedule due to various reasons. There were delays in establishment of the PMU and DPIUs and there continue to be significant delays in the staffing of the EA, PMU, DPIUs and IAs. To date no contracts have been awarded and disbursement has been limited to the initial advance. The Mission informed the EA and PMU that the implementing partners have to exhibit a level of urgency to make up for the lost time and to meet the project objectives within the remaining approximately four years of the project implementation period.

At the time of the Mission, the PMU remains not fully functional as only the Project Director, 1 Senior Rural Infrastructure Engineer, 1 Assistant Director (Administration), and 1 Computer Operator have been appointed. Similarly, DPIU Thatta has been established but is partially staffed with only 1 Rural Infrastructure Engineer, 1 Accountant, and 1 Computer Operator appointed. A building for the DPIU Badin has been rented but has no staff.

A total of 124 vacant positions were advertised in July 2008 in 3 national newspapers for which 1,411 applications were received (263 applications for Grade 16 or above; 1,148 for Grades 1-15). Of these, 743 (128 for Grade 16 and above; 615 for Grades 1-15) were deemed eligible to proceed to the next stage. The remaining steps include testing of the candidates, conducting interviews, preparing and submitting for ADB's approval a short list of ranked finalists. The lack of progress in staff recruitment continues to severely delay project implementation and represents a major loan covenant breach which could result in loan cancellation unless the recruitment of staff is expedited and the situation is quickly resolved. Senior officials of the Government of Sindh confirmed that the recruitment process will be completed by 15 April 2009.

As an interim measure, the Secretaries of the Livestock and Fisheries, and Forest and Wildlife Departments agreed to designate the following staff to undertake some key project activities over the next 3-6 months:

(i) From the Provincial Department of Livestock and Fisheries: One Director Fisheries, Grade 19; Two Deputy Director Fisheries, Grade 18; and Two Assistant Director Fisheries, Grade 17.

(ii) From the Provincial Department of Forest and Wildlife: One Range Forest Officer, Grade 16; and Two Foresters, Grade 9.

The two NGO contracts, namely NRSP and IUCN, with an approximate combined total amount of $12.6 million (about $12.2 million for NRSP and about $0.450 million for IUCN) are expected to be finalized and signed before end March 2009. Both NGOs can mobilize their teams by 1 April 2009.

An Action Plan has been prepared by the Mission, in consultation with the PMU, detailing activities and timelines to be undertaken in 2009 to accelerate project implementation. The next Review Mission is recommended to be fielded in June 2009 by when many of the key actions included in the Action Plan will have been accomplished.
Linkage to Country/Regional Strategy ADB's country strategy and program (CSP) for Pakistan was updated in August 2005. The focus of the CSP is to support poverty reduction in Pakistan through initiatives in the following three areas: (i) supporting good governance (devolution, legal, judicial and police reforms, as well as sector-and province-based reforms); (ii) sustainable pro-poor growth (rural development and employment generation); and (iii) inclusive social development (health, education, water supply and sanitation and social protection). In addition, sub-regional development, sustainable environmental management and gender and development were identified as crosscutting themes in the CSP. The updated CSP specifically refers to the proposed Project as a critical component of ADB's support for poverty reduction.
Geographical Location Talukas (sub-districts) include Ghorabari, Keti Bunder, Jati, Shah Bunder, Kharo Chan and Mirpur Sakro in Thatta District and Badin and SF Rahu (Golarchi) and Badin in Badin District.

Summary of Environmental and Social Issues Environmental assessment reports have been prepared as part of the PPTA and updated during appraisal, including environmental assessment and review procedures, initial environment analysis and summary environmental analysis reports. Social assessments completed include a Summary Poverty Reduction and Social Strategy and Gender Action Plan. Separate grant funding of $100,000 has been approved for work on gender and natural resource management.
Consultations Planned or Carried Out Inception mission with consultations involving the EA, the PSC, other relevant Government and non-government organizations, and support for initial contracting arrangements as well as discussions for the PAM was undertaken in August 2008.
