Description The Program comprises support for restructuring the finances of PGCB and DESCO from inherited historical operations and through this action make them fully capable of accessing commercial capital markets for part of their future capital needs as necessary development towards commercialization. Utilities cannot be financially self-sustaining without long-term bond markets. Currently, Bangladesh does not have any. Therefore by restructuring the balance sheet of PGCB, and asking them to raise funds through commercial bonds, the Program helps to develop a bond market inBangladesh.
