Linkage to Country/Regional Strategy Addressing environment problems is a key priority of the tenth and eleventh five year plans of the PRC Government. Wuhan is rich in water resources; however, rapid economic growth and resultant increased pollution have caused significant deterioration of water quality. National wastewater treatment guidelines require municipalities to achieve a 70% wastewater treatment ratio by 2010. The Project will help to achieve the target wastewater treatment ratio.

The Project is listed in ADB's Country Strategy and Program Update (2002-2004).

Summary of Environmental and Social Issues An environmental impact assessment (EIA) was undertaken and the summary EIA was circulated to the Board in July 2002. The EIA concludes that the Project will improve the environmental quality and public health of Wuhan. Adverse impacts will be minimal and will be mitigated. Wuhan Environmental Monitoring Center has been engaged for independent monitoring during Project implementation. Monitoring reports have been submitted together with the quarterly progress reports.

The Project will affect 3 districts, 4 townships, 3 subdistricts, and 13 administrative villages. Resettlement Plan was prepared for the Project and updated during Project implementation. Second Harbor Engineering Investigation & Design Institute of the Ministry of Communications (SHEIDI) has been engaged for independent monitoring and evaluation. Semi-annual monitoring and evaluation reports have been submitted on time.
