Description of Outcome Sustainable management of coastal resources
Progress Toward Outcome Central and Regional Offices have been mobilized with the active participation of most of the communities.
Implementation Progress
Description of Project Outputs (i) Policy environment and legal framework for integrated coastal resources managemennt (ICRM) rationalized, institutional capacities strengthened, and governance improved;
(ii) ICRM institutionalized and functional at the local levels, and coastal ecosystems and resources in the threatened areas of biodiversity are protected and managed;
(iii) Alternative and supplementary livelihoods provided;
(iv) Health and social conditions in the coastal communities improved.
Status of Implementation Progress (Outputs, Activities and Issues) The Project has been launched in all of the project provinces of Cagayan (Region 2), Masbate (Region 5), Siquijor & Cebu (Region 7), Davao Oriental (Region 11)and Zambales (Region 3) comprising of 69 participating cities/municipalities. In August 2008, inclusion of 11 more municipalities from Romblon (new), Cebu and Masbate was approved by ADB.

The memorandum of agreement (MOA) for the creation of the regional/provincial steering committee in all regions have been signed. MOAs between DENR and participating LGUs, highlighting respective institution's function and responsibility in the project implementation have been signed. Capacity building seminars and workshops have been conducted where appropriate. Various LGUs participated in trainings related to procurement and disbursement.

Draft negotiated contract with the first-ranked firm was completed in September 2009. Signed contract is awaited. Consultants are expected to be mobilized in not later than mid-November 2009.

Recruitment of consultants under Component A (Policy and Institutional Strengthening and Development) and Component C (Enterprise Development and Income Diversification) is ongoing.

The local universities to host the ICRM centers in Regions 2, 3, 5 7 and 9 have been identified by University of the Philippines-Marine Environment and Resource Foundation and Siliman University. The MOA is being prepared.

Bids for the procurement of vehicles were opened on 16 September 2009. The bid evaluation report is expected in October 2009. Contract award is expected by 4th quarter of 2009.

Bidding documents for the procurement of motorboats in Regions 2, 5, 7 and 9 are expected to be issued in October 2009. Contract award is expected by 1st quarter of 2010.
Linkage to Country/Regional Strategy The Project is part of the Country Strategy and Program for Philippines in 2005-2007.
Geographical Location The Project will be implemented in seven priority marine biodiversity corridors and ecosystems covering 80 municipalities in the provinces of Cagayan, Cebu, Davao Oriental, Masbate, Romblon (new), Siquijor, and Zambales.

Summary of Environmental and Social Issues The Project will require small plots of land for the construction of social and environmental facilities, which will be obtained through allocation of available unoccupied public land, and purchases in the open market. Since the land acquisition will not entail exercising the right of eminent domain, such acquisition will not involve ADB's involuntary resettlement policy. The Project is also unlikely to cause any adverse environmental impacts because potential negative impacts are mainly during construction and will be temporary, minor, and localized in extent and can be mitigated at acceptable levels.

Available information suggests that the Project will not cover or affect any area inhabited by indigenous people. If such groups of people are identified as being significantly affected by the Project in any of the municipalities, then indigenous peoples' development plans will be prepared in accordance with ADB's indigenous peoples' policy, and implementation of project activities in these municipalities will be conditional on ADB's approval of the relevant indigenous peoples' development plans.
Consultations Planned or Carried Out At the project feasibility stage, seminar-workshops in the six project provinces were conducted. During the workshops, preliminary findings and recommendations were presented, and comments and suggestions received from the participants comprising of provincial and municipal officials, representatives from the national government agencies, nongovernment organizations, people's organizations, and members of academic institutions. During Project appraisal, extensive public consultations with stakeholders were held in all project provinces. Stakeholders included officials of the participating local government units, Department of Environment and Natural Resources (DENR) (executing agency), and Department of Agriculture regional offices; provincial government officials, community members and fisherfolk. In all these consultations, the project concept and activities were introduced and environmental issues were discussed particularly with regard to implementation of mariculture and infrastructure subprojects. The environmental safeguard measures proposed for the Project were accepted by all the participants.
