The TA will support DMCs to build cliamte change and disaster risk reslience in key vulnerable sectors and mitigate greenhouse gas emissions of highly polluting sectors through knowledge building, and the generation of project concepts for adaptation and mitigation interventions. The TA will also facilitate investment by the private sector and involvement by civil society in climate change responses.
The TA will be an interdepartmental cluster TA with subprojects at the inter-regional, sub-regional, and country levels to be implemented by various departments in ADB.
The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants (2007, as amended from time to time). A bio data-based selection method will be adopted. Given that this is a cluster TA, other methods of consultant selection may be proposed. In such cases, a memo for a change in implementation arrangements will be accomplished. A total of 80 international consultant person-months and 168 national consultant person-months are required for the three initial subprojects described in para. 10 of the TA paper.
