The project (i) aims to improve living conditions and contribute to economic growth in Dingxi and Zhangye cities in the People's Republic of China's (PRC's) Gansu Province and (ii) supports the government's efforts to promote integrated urban infrastructure development and environmental protection.

As part of the National Strategy for Development of the West, the government has focused on developing infrastructure (transport, municipal infrastructure, power, communication, and water resources) to stimulate and sustain economic growth in the province. The Asian Development Bank (ADB) has been actively supporting the government's initiatives and efforts aimed at stimulating Gansu's economic development. This project, together with other ADB-financed technical assistance and loan projects in the province, fully supports the above strategy

The mission conducted a final review of the project preparatory technical assistance (TA) and undertook loan-fact finding for the proposed project on 4-11 March 2012. The mission visited the project sites and held discussions with representatives of the Gansu Provincial Finance Bureau (GPFB), the project executing agency, the municipal governments of Zhangye (ZMG) and Dingxi (DMG), the project management offices (PMOs), and other project stakeholders.
The mission, GPFB, ZMG, DMG, PMOs, and TA consultants discussed the draft final report (DFR). The project stakeholder provided comments on the feasibility study reports, proposed project scope, costs, financing plan, implementation arrangements and schedule, and other aspects of the DFR. The DFR has been approved, and the consultant is preparing the final report.
The mission, GPFB,, ZMG, DMG, and PMOs have agreed on the key aspects of the project, including the loan processing schedule, milestones, and actions. The mission has prepared the draft report and recommendation of the President for the management review meeting on 31 May 2012.

| Summary of Environmental and Social Aspects |
Environment, involuntary resettlement, and indigenous peoples aspects of the project will be reviewed to ensure that the project fully complies with ADB's Safeguard Policy Statement (2009). The project team will (i) collect data related to land acquisition and potential physical and economic displacement, (ii) undertake initial assessment of the presence of ethnic minorities in project areas, and (iii) identify the scope of additional due diligence requirements.
The poverty and social assessment will identify how the project can maximize the project's social benefits. To ensure effective gender mainstreaming of the project, a social analysis that will include (i) careful consideration of gender constraints and opportunities, (ii) development of gender targets and performance and monitoring indicators, and (iii) identification of ways to improve women's access to the project benefits will be undertaken during the project preparation.

Major stakeholders include the government (national, provincial, municipal, and district levels); management of the water supply company; project beneficiaries; water supply and wastewater treatment service customers; and project area residents. The consultants are expected to ensure a high level of stakeholder participation throughout the project design using methodologies including but not limited to information sharing, consultation, collaborative decision making, and empowerment.

Stakeholder analysis, including a household survey, and three stakeholder workshops will be conducted during PPTA implementation. Findings from the household survey will be used as inputs. Public consultation will be carried out by the executing agency, local government officials, design institutes, and other stakeholders during preparation of the feasibility study, poverty and social assessment, environmental impact assessment, and resettlement plan.
