Linkage to Country/Regional Strategy The TA is directly linked with the Government's National Development Strategy, the ADB's 2009-2012 Country Operations Business Plan (which is expected to be approved in September 2009), and initiating paper for the ¿Country Partnership Strategy (2009-2013) Mongolia: Urban Sector Roadmap¿. The proposed TA is consistent with the Government's Action Plan which has as a goal the reduction of air pollution and improvement of air quality in Ulaanbaatar. The TA is consistent with the vision of the MUB as expressed in the (draft) ¿Ulaanbaatar City Air Pollution Reduction Master Plan¿.
Impact The Impact of the project will be a significant reduction in the levels of air pollution (concentrations of particulates, SO2 and H2S) experienced in both the peripheral ger areas and developed city centre of Ulaanbaatar. This will in turn reduce the incidence of respiratory diseases in the whole city. A secondary impact will be a decreased rate of global climate change as a result of lower CO2 and other greenhouse gas emissions.
Outcome The outcome of the TA will be the transformation of broadly outlined policies and government goals into action through a coordinated program for the introduction of clean technology and alternative fuels for heating. Critically, the TA will reinforce a multi-donor effort to support the NCC with detailed work needed to prepare, pilot, and scale up a mechanism that would help reduce wintertime emissions and thus significantly improve urban air quality. The primary target for this program preparation and capacity building support will be the NCC Working Group, chaired by a Director General in the Ministry of Mineral Resources and Energy and including Municiplaity of Ulaanbaatar, Ministry of Nature, Environment and Tourism and other agency representatives.
Outputs and Timeframe The proposed TA will assist the NCC in the development of a policy and action plan for, and coordination of investments to reduce air pollution in Ulaanbaatar.
