| Outputs and Timeframe |
The TA will primarily comprise consulting support to MOUD, states and cities for the following key outputs: (i) strengthen MOUD's stewardship role in the implementation of JNNURM and consolidate and institutionalize JNNURM systems and capacities at the national, state and city levels for further scaling up of urban investments and urban reforms; and (ii) support states and cities that are lagging behind in the implementation of JNNURM investment program including strengthening financial sustainability, among others, through public-private partnerships. The TA will have two components:
Component 1: Strengthen Stewardship Role of MOUD in JNNURM Implementation and Consolidate and Institutionalize JNNURM Implementation. To support effective implementation of a program of national scale and scope like JNNURM, the Mission Directorate needs to be strong. Effective implementation of JNNURM needs a multidisciplinary team of experts and officers to manage both the reform and investment program. In particular, the investment program needs engineering experts (water supply, sewerage, solid waste, roads, storm water drainage and other areas); procurement experts; financial management experts; social safeguards experts; and project management (including monitoring) and information technology experts. The reform program needs experts in municipal finances, legal aspects, communications, and others. These experts and support staff need to be hosted in an institutional framework that provides adequate flexibility to JNNURM Mission directorate at the national and state level to implement JNNURM effectively. The TA will support the development of a plan for consolidating and institutionalizing capacities built through JNNURM at central and state level in a sustainable institutional framework, including support in the implementation of the institutionalization of JNNURM arrangements. The TA will support strengthening of the monitoring process of the investment program of JNNURM and develop a rating system to identify lagging states and cities. The investment program rating system will identify projects that are at high risk for special attention and follow-up support. The TA will also provide support to review the monitoring process of the JNNURM reform program and develop a rating system to monitor the implementation of the reform program. To celebrate success and encourage best practices experience sharing, the TA will develop a strategy for annual JNNURM Award function, among others, to award the best performing cities and states in various categories and provide support in conducting Annual JNNURM Award functions. The TA will also support basic urban services survey to be conducted by National Institute of Urban Affairs (NIUA) in 2009-2010 similar to the one done by NIUA in 1998-99 to assess the improvement of basic urban services and identify key gaps. The TA will support the review of the Management Information Systems (MIS) and develop an action plan for strengthening and implementing the enhanced MIS. In addition, the TA will support review of procurement practices, and develop standardized procurement guidelines. The TA will also support development of engineering guidelines to enhance quality of infrastructure development. Component 2: Support Lagging States and Cities in JNNURM Implementation and Improve Financial Sustainability. The TA will support some of the lagging states in the implementation of JNNURM that would include Uttar Pradesh, Bihar, Chattisgarh, Jharkhand, Punjab, Himachal Pradesh, Orissa, Jammu and Kashmir and North East states. The support will be mostly to accelerate investment program implementation by assisting states and cities to develop detailed project reports, set up systems for effective procurement, and monitoring of the quality of the civil works.
