Governance
Description the TA will focus on building the capacity of the staff of the NDS by supporting staff to design and undertake business activity surveys for sectors to be determined jointly by ADB and NDS. The TA will support the collection, validation, processing, analysis, use and dissemination of the survey data by the NDS and the Macroeconomic Directorate. To develop this capacity, the TA will establish a partnering arrangement with a nearby Government statistical agency which will provide the required training, mentoring and twinning arrangements necessary to support the NDS in the completion of the surveys. The training will cover basic statistical skills in data collection, validation processing, analysis and use.
Linkage to Country/Regional Strategy ADB's Country Operations Business Plan 2008-2010 aims to build government's capacity to manage and deliver quality basic social services. An interim CPS for 2009-2012 is now being finalized. This includes a focus on building state capacity, particularly in core areas of public administration (including statistics). The Timor-Leste Government has reaffirmed its desire for ADB to assist in this area, including in the areas of statistics capacity building and macroeconomic management within the Ministry of Finance.
Outcome Progress Toward Outcome
Enhanced capacity of NDS in managing Timor-Leste's statistical system and enhanced capacity of the National Directorate of Macro-economy to provide macroeconomic advice and analysis.
Outputs and Timeframe Status of Implementation Progress (Outputs, Activities and Issues)
The project outputs include:

1. Enahanced management capacity;
2. Completed staff development;
3. Improved dissemination of statistical data improved;
4. Determination of basic information technology infrastructure needs; and
5. Strengthened macroeconomic data.

Staff development in managing a national statistical office and English language skills
Statistical business register established at NDS and business activity survey and basic statistical skills and computer software course completed
Agricultural production survey and basic statistical skills and computer software course completed


Capacity to provide macroeconomic advice and analysis strengthened
(i) The Team Leader has been recruited and is currently supervising TA activities.
(ii) The ABS has supported the NDS in completing a business activity survey.
(iii) A study tour of five NDS senior officials to the ABS office in Canberra, Australia was held on 21-25 November 2010. The study tour is part of a long-term partnering arrangement with ABS.
(iv) Six to eight enumerators were hired to assist the National Directorate of Macroeconomy in the Ministry of Finance develop a database and macroeconomic framework.
(v) Training was conducted for senior officials from the NDS at the ABS in Darwin, Australia from 23 to 27 April 2012.
