To foster ownership, government counterparts will lead and manage the identification of development priorities and focus on priorities as identified by executing agencies.
It will introduce change in institutional, organizational, and inter-organizational spheres to enhance effectiveness and efficiency in development projects with an
emphasis on results.

A national consultant was recruited and criteria for project selection developed. This was forwarded to the governemtn (Ministry of Finance and Planning), but no progress has been made beyond that. A meeting is scheduled with the Secretary to the ministry of Finance and Planning to discuss issues holding back implementation and expedite the process.
