Linkage to Country/Regional Strategy The PRC CPS (2008-2010) provides for continuing institutional reforms in the finance sector (pages 14-15). The Mongolia CSP Update (2007-2009 provides for improvements in the financial sector to increase the supply of rural and longer-term finance (page 4). The proposed R-PATA will help both countries to physically establish long-planned deposit insurance systems (DIS).
Impact The impact of this R-PATA will be improved confidence in, and stability of, the financial sectors in the PRC and Mongolia, as measured by the full operation of a DIS in both countries by end-2013.

Summary of Environmental and Social Issues None.
Stakeholder Participation and Consultation EAFM has held discussions in Mongolia with MOF and the banking supervision offices of the BOM. In the PRC, it has held discussions with the MOF and the Financial Stability Bureau of the People's Bank of China. In both countries, it has held discussions with commercial banks. Further consultations will be undertaken during the fact finding phase of the TA.
Procurement
  Consulting Services The consultants will consist of 2 international (8 person-months) and 4 national experts (2 eacy for PRC and Mongolia, total 10 person-months) in deposit insurance legal issues, deposit insurance financing arrangements, and human resources management for deposit insurance.
