Linkage to Country/Regional Strategy The Project is consistent with the Asian Development Bank's (ADB's) Urban Sector Strategy (1999) and water policy which supports urban sector investments as a dynamic engine of economic growth and employment creation, innovation, and entrepreneurship. The Project supports the ADB-initiated CAREC program. The Project is designed to remove infrastructure constraints, address environmental concerns, promote sustainable economic growth, and support policy and institutional reforms in Altay Prefecture, and is consistent with the PRC's development priorities for the poor western region. It will also have a demonstration effect for other similar counties, towns, and areas with tourism potential on how to plan and manage sustainable infrastructure development while protecting the environment to support growth.
Impact The impact of the PPTA will be improved infrastructure facilities to promote inclusive growth, improved access of urban residents to municipal services, and upgraded urban environment in the counties and towns of Altay Prefecture.
Outcome The outcome of the PPTA is a project design which is developed in compliance with the policy requirements of both ADB and the Government suitable for ADB lending support.
Outputs and Timeframe The PPTA outputs comprise (i) a comprehensive project feasibility study in the consultant's final report, (ii) a summary environmental impact assessment to be prepared in conformity with ADB's environmental safeguard policy as an appendix to the consultant's final report, (iii) a resettlement plan for the Project as an appendix to the consultant's final report, (iv) an ethnic minority development plan for the Project as an appendix to the consultant's final report, and (v) a knowledge product on good practice and/or policy note as an appendix to the consultant's final report .

Summary of Environmental and Social Issues The project area is environmentally vulnerable and has ethnic minorities who can benefit from improved infrastructure and services but may be affected by resettlement. The social and environmental impact of the Project will need to be closely examined during PPTA.
Stakeholder Participation and Consultation A stakeholder analysis and public consultation will be an integral part of the poverty, social, environmental, ethnic minority and resettlement assessments. The main stakeholders include national, regional, and municipal governments; municipal engineering company, water bureau, water conservancy bureau; and project beneficiaries including utility service customers, residents, and neighborhoods.

Several stakeholder workshops will be conducted during PPTA implementation. Findings from the household survey will be used as inputs. Public consultation will be carried out by the Executing Agency, local government officials, design institutes, and others during preparation of the feasibility study, poverty and social assessment, environmental impact assessment, ethnic minority development plan, and resettlement plan.
