| Linkage to Country/Regional Strategy | The proposed project is consistent with ADB Country Partnership Strategy for the PRC (2008-2010) and the PRC's national and specific regional strategies for growth which has identified the urban development as the main focus in improving infrastructure. It also emphasizes environmental sustainability for improving the residents' standard of living as one of its key themes. Further, the project is consistent with ADB's urban development policy and will assist PRC to achieve Millennium Development Goal (MDG) 8, target 12. The project preparatory TA (PPTA) is necessary to define the scope of the proposed project and scope of ADB financing in the three cities, to optimize the development potential of the three cities based on prioritization of required investments in basic urban infrastructure and services. The Project is supportive of promoting ASEAN and Greater Mekong Subregion (GMS) initiatives. The experience gained from similar investment projects in medium and small urban centers in provinces, especially from the ongoing Guangxi Border Cities Development Project and the knowledge generated from various policy oriented studies have been incorporated in the design of the proposed TA. | |||||||||||||||||||||||||||

| Outputs and Timeframe |
The expected outputs of the TA are: (i) an inception report outlining the overall implementation plan of the TA within the first month of consultant mobilization; (ii) an interim report confirming the selected subprojects with a detailed assessment of the project at the midpoint stage along with key policy and specific project-related issues within the third month of consultant mobilization; (iii) environmental and social safeguard requirements within the fifth month of consultant mobilization; (iv) a draft final report with a detailed assessment of the technical, financial, economic, environmental, social, and institutional aspects of the Project within the sixth month of consultant mobilization; (v) best practice strategy for infrastructure development of cities in the Beibu Gulf Zone to ensure better integration and economic synergy and explore private sector participation; and (vi) a final report within the eighth month of consultant mobilization.
The PPTA consultant will submit to ADB, GZAR government, and the GZAR project management office (PMO) in English and Chinese, the inception, interim, draft final, and final reports; the SEIA report; and an English translation of the Government's resettlement plan and its summary. The findings of the study on the project objectives and scope, components, investment and financing plans, implementation arrangements, and other main project aspects will be presented in three workshops that will be held during PPTA implementation. Based on the TA fact-finding mission undertaken from 30 June to 10 July 2009, agreements were firmed up on the scope and design of the PPTA and the ensuing loan project, implementation arrangements, and the components to be financed. During TA fact-finding, the social and resettlement impact and environmental impact have been identified through extensive stakeholder consultations, workshops, meetings, seminars, focus group discussions, key informant interviews, and site visits. |

| Summary of Environmental and Social Issues |
The project city of Fangchenggang has ethnic minorities. Poverty and Social analysis found that they are socially and economically integrated with the majority Han Chinese. No particular adverse impacts are anticipated on ethnic minority communities but this will be investigated further during PPTA implementation.
The project area will cover some environmental sensitive areas and involuntary resettlement will also be expected. The environmental and social impacts of the Project will require full environmental and social due deligence and it will be fully examined during PPTA implementation. |

| Stakeholder Participation and Consultation | During the implementation of the Guangxi Beibu Gulf Cities Development Project, the GZAR PMO and the subproject cities' PMOs will undertake extensive consultations with project beneficiaries, and various stakeholders, the Ministry of Finance, the National Development and Reform Commission, and ADB, and discuss the Project which would mainly focus on urban infrastructure, i.e. water supply, wastewater, urban road and drainage network to improve urban services, reduce flooding and health hazards. | |||||||||||||||||||||||||||
