The Government of Mongolia (the Government) considers reforming higher education as a major instrument to accelerate economic growth. The Government also intends to establish a higher education system that will meet international standards, by having graduates who can successfully compete in an increasingly globally oriented economy. The growth of extractive sectors will provide Mongolia with resources for further economic development. However, without the well-developed higher education system, the country's youth will not be able to compete globally and the economy will remain narrowly based. In February 2008, the Government launched a long-term National Development Strategy until 2020, which highlights the vital importance of strengthening the country's higher education. The National Development Strategy sets a wide-ranging and ambitious development agenda with six main priorities to be carried out through 2020: (i) achieve the Millennium Development Goals; (ii) develop an export-oriented, high tech, knowledge-based economy; (iii) utilize strategic minerals to build savings, growth, and modern processing industry; (iv) develop regions and infrastructure to reduce urban-rural disparities; (v) halt ecosystem imbalances; and (vi) consolidate political democracy and an accountable system free from corruption and red tape. The Government's Education Sector Master Plan has set the twin goals of establishing a world-class university system and transforming Mongolia into a knowledge economy.
The education sector strategies in Mongolia of the Asian Development Bank (ADB) are aligned with the Government's development objectives under the two pillars of ADB's Country Strategy and Program Update for 2007−2009: a broad-based growth and economic competitiveness through the (i) development of quality education; and (ii) the development of marketable skills, and inclusive social development with an explicit commitment to achieving the Millennium Development Goals and improving access to education services and improved opportunities for vulnerable groups to better participate in economic growth processes. The Country Partnership Strategy 2009¿2013 (under preparation) emphasizes ADB's catalytic role in enhancing the performance of vocational and higher education in the next 5 years. Over the last decade, ADB has provided much needed assistance in basic education through an integrated package of policy reforms and investments, to help transform Mongolia's education sector to meet the demands of a market-oriented economy. However, given Mongolia's evolving needs, ADB's strategies in education need to shift beyond basic education, to vocational and higher education to promote broad-based and inclusive growth. Higher education has undergone profound changes since Mongolia's independence, including deregulation and a rapid increase in private higher education institutions (HEIs), a considerable increase in student enrollments over the last 15 years, and significant changes in government funding of higher education. Although there are large disparities between urban and rural areas, overall 77% of children complete lower secondary school while 52% complete upper secondary school. Higher education net enrolment among population in the age group of 18 to 24 years is 34.9%. In 2007, 17.3% of the labor force had higher education. |

| Outputs and Timeframe |
1. An analysis of the higher education sector including the relevance of postsecondary education to the labor market.
2. A proposal for the coherent policy, strategies, and regulatory framework for higher education, developed in close consultation and collaboration with MECS and other stakeholders of higher education in the country. 3. An outline of the master plan for developing higher education for 2010-2020. 4. A project outline that addresses key sector constraints and issues, including arrangements for project management and implementation. 5. A detailed design for the proposed project in line with the Government's policy and strategies and ADB requirements. |
