The Government of India (the Government) has emphasized the criticality of public-private partnerships (PPPs) for addressing infrastructure gaps in India, and has been strongly assisted by the Asian Development Bank (ADB) through its "Mainstreaming PPPs in India" technical assistance programs. With a view to improving infrastructure in the crucial rural sector, the Government and ADB agreed on the objective, scope, implementation arrangements, and financing plan for a capacity development technical assistance (CDTA) to be provided in support of a flagship Government program, the Provision of Urban Amenities in Rural Areas (PURA). Missions were fielded in November 2008 and January 2009. This CDTA is in line with (i) ADB's Country Strategy and Program Update 2006-2008 , (ii) ADB's long term strategic framework (Strategy 2020) expectations for greater ADB involvement in private sector development, and (iii) Country Operations Business Plan 2008-2010.

| Impact |
The CDTA will support the Government in developing a new PURA PPP modality for rural infrastructure projects, sufficiently robust for projects to be up-scaled nation-wide. The CDTA impact will be felt through increased coverage and sustainability of rural infrastructure facilities, rural employment generation and skills upgrading, slow down in the pattern of rural to urban migration, and improved local government capacities.

The TA will engage one or more consulting firms consisting of the following national experts: PPP Specialist and Team Leader (10 person-months); Sector (Rural Development) Specialist (10 person-months); Management Information System Specialist (8 person-months); 2 Financial Specialists (8 and 5 person-months each); 2 Legal Specialists (5 and 4 person-months each); Social Impact Specialist (5 person-months); Environmental Specialist (5 person-months); Capacity Building and Training Specialist (5 person-months); Commercial PPP Structuring Specialist (8 person-months); Technical Sector Specialist (6 person-months); Social Impact and Environmental Specialist (3 person-months). The selection of consulting firms will be done using the quality and cost-based selection method through a simplified technical proposal. Individual consultants with the following expertise will also be recruited: PPP Sector Expert (International, 5 person-months); Communications Specialist (National, 8 person-months); Project Management Specialist (National, 8 person-months). The consultants will be selected and in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time).
