| Linkage to Country/Regional Strategy | The proposed project will support the strategic objectives of the Government of Lao PDR - sustainable economic growth, accelerated social development and poverty eradication ¿ as set out in the country's Sixth Socioeconomic Development Plan 2006-2010 (SEDP6). SEDP6 provides a coherent development framework focusing on and prioritizing a small number of sectors (including education) and accelerating reforms in key thematic areas such as capacity development, governance and private sector development. The project is also aligned with the ADB's country strategy and program 2007¿2011 (CSP), which seeks to promote pro-poor sustainable growth, foster social inclusiveness and improve governance. The core of the CSP ¿ a multi-partner move towards coordinated capacity development and program and/or sector-based approaches in core sectors ¿ is supported by the Vientiane Declaration on Aid Effectiveness and its associated country action plan. CSP implementation is linked to a multi-partner effort to improve the quality of and access to basic education and preventive health services, to foster agricultural diversification and commercialization, and to improve the enabling environment for private sector development. The PPTA will prepare the first ADB operation in Lao PDR at the TVET level. It would also allow for the development of a comprehensive plan to address the needs of the TVET sector. | |||||||||||||||||||||||||||

| Outputs and Timeframe |
1.Comprehensive assessment of the TVET sub-sector prepared;
2.Critical issues in improving the TVET sector and lessons learned from the global experience with TVET reform identified; 3.Project outline that addresses key required reforms, sector constraints and projected labor market needs completed; 4. A detailed project design, including feasibility study with economic and financial analysis, and gender/social analysis, based on the DMF prepared. 5. A detailed labor market assessment, including an examination of MoLSW, MoE and other educational and labor market information (including surveys and tracer studies) to assess: (a) the labor market situation, including the supply of, and demand for, labor in selected major towns, (b) the nature, extent and distribution of skills gaps in the country, (c) emerging labor market requirements in the country, (d) the extent to which the TVET and higher education systems are meeting the needs of the labor market. |

The PPTA will consist of the following outputs: (i) Comprehensive assessment of the TVET sector in Lao PDR; (ii) Detailed labor market assessment; (iii) Assessment of critical issues in improving TVET performance and lessons learned from international experience with TVET reform; (iv) Completed project outline that addresses key sector constraints and required reforms; and (v) Detailed project design, including feasibility study with economic and financial analysis, and gender/social analysis, based on the Design and Monitoring Framework (DMF). These outputs will be delivered in three phases:
The first phase is expected to take place from 1 November 2009 to 31 December 2009 and will involve preparation of an assessment of the TVET sector in Lao PDR (Output (i)) and the beginning of the labor market assessment (Output (ii)). The second phase is expected to run from 15 January 2010 to 15 February 2010 and will involve ADB consideration of the outputs from Phase 1 of the PPTA, including a review mission to discuss potential project design with the government and stakeholders. Work on Output (ii) the labor market assessment will continue during this phase. The third phase of the TA will run from 15 February 2010 until 15 June 2010 and will involve the delivery of outputs (iii), (iv) and (v) and the completion of Output (ii). This phasing will affect the phasing of the consultant services required. The Technical and Vocational Education and Training (TVET) Policy, Management, and Institutional Development SpecialistTeam Leader and (ii) the TVET Policy, Management, and Institutional Development Specialist Deputy Team Leader will both be involved in Phase I as they will be undertaking the detailed sector assessment. All consultants will be involved in the third phase of the PPTA. The Labor Market Economists will be involved at various stages in all three phases of the PPTA. The PPTA will require consultant inputs, including a TVET Policy, Management and Institutional Development Specialist - Team Leader (international:Phase I: 2 months, Phase II: 1 month, Phase III: 4 months); a TVET Policy, Management and Institutional Development Specialist Deputy Team Leader (national:Phase I: 2 months, Phase II: 1month, Phase III: 4 months); TVET Programs, Skills Standards and Qualifications Specialists (international: 3 months and national: 4 months), TVET Finance and Economics Specialists (international: 2.5 months and national: 4 months), a Financial Management Specialist (national: 2 months), a Procurement Specialist (national: 2 months), TVET Management, Teacher Training and Trainer Training Specialists (international: 3 months and national: 4 months), Institutional Capacity-Development Specialists (international: 1.5 months and national: 2 months), Gender and Social Development Specialists (international: 1.5 months and national: 2 months), Labor Market Economists (international: 4 months and national: 6 months) and a Public-private Partnership (PPP) Specialist (international: 1.5 months). The consultants will be engaged by ADB in accordance with the Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (2007, as amended from time to time). The bulk of the work will be contracted through a firm. The firm will be selected using the Quality and Cost Based Selection (QCBS) method. The Simplified Technical Proposal type will be used. |
