Linkage to Country/Regional Strategy The RETA supports ADB's Water Financing Program 2006-2010.
Impact The RETA aims at: 1) reduced vulnerability and increased resilience to water-related disasters, especially floods, to boost economic development; and 2) enhanced capacity in government and local communities to reduce and manage the risks of flooding and flood-related disasters.
Outcome Expected outcomes are: 1) enhanced capacity for flood risk management (FRM); 2) improved design of new investment projects for flood management (FM); 3) knowledge networking in the region, and 4) regional index for in-country water-related disaster preparedness, and regional flood alert system demonstrated.
Outputs and Timeframe Project support. A package of advisory services and financial support will be provided in the formulation and implementation of: (i) FM strategies and programs, and investment projects, including the application of flood hazard mapping; (ii) Demonstration project to improve flood forecasting and warning; (iii) Action research on innovative community-managed flood preparedness and disaster risk management practices; (iv) Identification of ''no-regret'' investments in FM to accommodate extreme climate change variation; (v) Capacity development activities including training programs (in-country and regional); and (vi) Diagnostic assessments of executing and implementing organizations in preparation for long-term programs to build capacity and improve governance.



Program Quality Support. Knowledge networking and regional cooperation will be enhanced. Technical and financial support will be provided for: (i) Sub-regional cooperation through workshops and exchange visits among professionals, focusing on FM activities in SA and GMS; (ii) Mapping and stocktaking of initiatives to anticipate climate change adaptation (CCA) effects into FRM requirements; (iii) Developing the capacity of river basin organizations and city governments in FRM through training workshops for the NARBO and existing networks of cities, respectively; (iv) Review of ICHARMs master course program on disaster management with a view to strengthening provisions for policy and institutional dimensions, and linking course implementation to local action research; (v) Enhancing FM and emergency response services through organization of a pool of regional experts; (vi) Regional index for in-country water-related disaster preparedness through consultation workshops, with a view to introduce performance benchmarking and improvement through investments and capacity development; (vii) Comparative study of institutional arrangements for FRM, through country assessments and regional consultation workshops; (viii) Facilitation of the downscaling of models for application in river basins and cities, and developing FM strategies as part of national CCA programs.



Implementation period is two years.
Geographical Location Focused on: Bangladesh, India, GMS region (particularly Cambodia and Viet Nam), and Indonesia, complemented by regional cooperation.
Summary of Environmental and Social Issues Social and environmental issues, if any, will be addressed following ADB safeguard policies.
Stakeholder Participation and Consultation A consultative approach with stakeholders will be taken through in-country and regional consultations.
