  Consulting Services About 28 person-months of iternational consulting inputs and about 22 person-months of national consulting inputs will be required. All consultants will be hired individually.
INTERNATIONAL CONSULTANTS (28 person-months)
(i) Regional Autonomy and Fiscal Policy Adviser/Team Leader (12 person-months);
(ii) Fiscal Decentralization and Expenditure Management Adviser (10 person-months);
(iii) Decentralization Adviser (2 person-months); and
(iv) Capacity Building Adviser (4 person-months).

NATIONAL CONSULTANTS (22 person-months)
(i) Regional Autonomy Expert/Logistics Coordinator (12 person-months); and
(ii) Capacity Building Expert (10 person-months).
