Country Partnership Strategy (CPS) currently under preparation is closely aligned with the priorities of India's 11th Five Year Plan (FY2007–FY2011). The Plan continues to focus on infrastructure investment, social development, agriculture and rural development to make the growth process more inclusive. Accordingly, CPS reconfirms continuing ADB assistance for development of rural roads which are critical for rural development, as they provide access to markets, health, education, and administrative services. Specifically, the Country Operations Business Plan (COBP) for 2008-2010 includes PPTA Preparing Rural Roads Sector III (this project) with indicative ADB financing amount of $1,000,000 and implementation of Rural Road Sector III (RRS-III) with indicative loan amount of $700.0 Million. During the Country Programming Mission completed in November 2008, the assistance pipeline was reviewed and the amount of ensuing loan is now programmed for 2010 with an indicative amount of $450.0 Million. RRS-III provides a continuation to RRS-I and RRS-II currently under implementation. RRS-I (states of Madhya Pradesh and Chhattisgarh) and RRS-II (states of Assam, Orissa, and West Bengal) are assisting the central Government in its ambitious PMGSY program aimed at connecting all habitations with more than 500 people by all-weather roads. RRS-III will focus on all above states: Assam, Chhattisgarh , Madhya Pradesh1, Orissa, and West Bengal.
