Linkage to Country/Regional Strategy The PPTA closely linked to ADB's CPS for Pakistan. It prepares a program to (i) improve governance and management of basic urban services; (ii) relieve infrastructure deficits constraining urban services delivery; (iii) include public¿private partnerships to incentivize better urban service delivery; and (iv) benefit women through improved access to, and quality and reliability of, household water supply and community sanitation.
Impact Improved living standards, municipal environment and public health for an estimated 6 million residents across larger intermediate cities of Punjab Province.
Outcome Design of MFF-supported program, including summary sector road map and medium-term investment program, and capacity development to launch loan-financed components and accelerate their implementation.
Outputs and Timeframe Key outputs are studies, assessments, surveys, consultations, plans and recommendations under six PPTA components: sector analysis and road map, policy framework and institutional development, investment program, due diligence and documentation, consultation and communication, and capacity development for accelerated MFF implementation.
Geographical Location Punjab Province; 11 cities (Sialkot, Gujrat, Sagodha, Chiniot, Jhang, Sheikhupura, Okara, Kasur, Sahiwal, Bahawalpur, Rahim Yar Khan)
Summary of Environmental and Social Issues Environmental issues will be address under PPTA beginning with the required Initial Environmental Examinations and any environmental impact assessments as may be needed. This is fully budgeted in the PPTA.

Relocation (temporary or permanent) may be required for some components such as wastewater treatment. Land acquisition and resettlement framework (LARF) will be prepared; land acquisition and resettlement plans (LARPs) will be prepared if needed.

Social assessment survey will confirm if there are affected indigenous people in participating cities. This is unlikely as such tribal communities existing outside the cultural and legal mainstream of Pakistan society are generally not present in Punjab intermediate cities. ARF will be relevant to all MFF tranches.
Stakeholder Participation and Consultation Comprehensive stakeholder consultations are planned under the PPTA and have been budgeted. There will also be socio-economic surveys conducted. Civil society representatives will be included on the Program Steering Committee.

  Consulting Services The PPTA will require a total of 22 person-months of international inputs and 29 person-months of national inputs.
