Description The impact of the TA will be an improved rural environment, increased rural household income, and an ensured rural energy supply. The expected outcome will be promotion of the use of affordable, environmentally sound, and sustainable BRE through a set of policy and related implementation recommendations, covering institutional, financial and technical aspects, at the national, provincial, and local levels.
Outcome Progress Toward Outcome
The impact of the TA will be an improved rural environment, increased rural household income, and an ensured rural energy supply. The expected outcome will be promotion of the use of affordable, environmentally sound, and sustainable BRE (biomass renewable energy) through a set of policy and related implementaiton recommendations, covering institutional, financial and technical aspects at the national, provincial, and local levels. The services of the consultants have been completed. The final report (FR) was received in May 2008 and the final workshop was conducted in June 2008. It was agreed to publish the FR as a resource document for international audiences, including other DMC governments, international donors, academic researchers and international NGOs. A publication production consultant and a technical writer were engaged in mid-2009 to assist in polishing the draft document. A national policy and institutional specialist, with environmental background, was also engaged in February 2010 to update the document in line with the new developments in rural biomass energy in China.

The KPS, entitled "Rural Biomass Energy 2020 in the PRC", was formally launched as ADB publication during the Asia Clean Energy Forum on 24 June 2010 and at the Third ASEAN Plus Three Forum on Biomass Energy and China Rural Biomass Energy Technology and Equipment Exhibition in Suzhou on 12-15 July 2010.
Outputs and Timeframe Status of Implementation Progress (Outputs, Activities and Issues)
(i) National strategy (short term. midterm, and long term) for rural BRE development

(ii) Partnership framework between the Government and ADB on rural BRE development
Included in the Final Report of the consultant. The Final Report was discussed during the final workshop and was well-accepted by both the Government and ADB. The FR was formally published as a KPS for international audiences.
