| Linkage to Country/Regional Strategy | ADB's own strategy for its operations in Bangladesh highlights that it seeks to assist the country in addressing critical constraints to broad-based economic growth, social development, and good governance. Indeed, one of the pillars of the strategy is "addressing key governance issues on a sector and thematic basis as a crosscutting enabler". The CSP for 2006-2010 also specified clearly that ADB will "scale-up its assistance in improving sector and local governance, and play a catalytic role in addressing core governance issues including measures aimed at combating corruption, improving access to justice, and building governance management capacity in cooperation with other DPs". This proposed TA on "Preparing the Governance Management Program" fits in completely with what ADB has envisaged. For these reasons, the proposed TA and the ensuing program of assistance have been included in the Country Operations Business Plan for 2009-2011. | |||||

| Outputs and Timeframe |
The outputs of the proposed TA include: (i) review of relevant systems and processes in public management are completed, (ii) determination of implementation support for governance measures that have been targeted under the Good Governance Program (GGP), (iii) capacity building initiatives are finalized in governance management to be targeted by the program to be designed, and (iv) a draft program document is prepared for further processing by ADB.
In coming up with these outputs, the TA will consider: (i) review of GGP-related program measures to ascertain where further support for strengthening reforms is merited, including on enhancing efficiency, transparency, and accountability in public service; (ii) review of components related to the National Integrity Strategy (NIS) and specific plans of action incorporated in the program design; (iii) review of previous Public Administration Reform Commission's (PARC) recommendations and suggestions on reforms and capacity building plans for public service institutions; (iv) review of e-governance status in the government and plans for implementation; and (v) review of implementation support to the Right to Information Act in the public sector, grievance redress mechanisms (including citizen report cards), and others such as regulatory reforms, etc. The period of the TA will be 10 months, from December 2009 to September 2010. |

| Summary of Environmental and Social Issues |
There are no environmental issues in the TA.
A. Initial Social Analysis Based on existing information: 1. Who are the potential primary beneficiaries of the project? How do the poor and the socially excluded benefit from the project? The primary beneficiaries of the project will be central level institutions and local bodies that will be involved in policy making and service delivery respectively. Relevant officials of these institutions will be central actors in the program. The impact of the program on the poor and socially excluded is expected to be indirect in nature given the nature of the program (which inherently focuses on creating the right conditions for effective and accountable service delivery). 2. What are the potential needs of beneficiaries in relation to the proposed project? The potential needs revolve around the provision of services in an efficient, effective, transparent, and accountable manner. The needs of the policymakers, institutions, and local bodies will be access to conditions that will enable them to better respond to the demands from the citizens. 3. What are the potential constraints in accessing the proposed benefits and services, and how will the project address them? (i) Lack of opportunities to physically access the services, (ii) delays in receiving the services, (iii) inability to provide the services as a result of several deficiencies (such as adequate resources, etc.). The program will ensure that relevant provisions are factored into the program design to better address these constraints. |

| Stakeholder Participation and Consultation |
Potential initial stakeholders include: (i) central level policymakers, (ii) local level policymakers and government officials, (iii) local level civil society groups, (iv) community groups, including of women, (v) business associations, (vi) anticorruption agencies (such as Transparency International Bangladesh), and others. The requirement for further stakeholder analysis, and preparation of a consultation and participation plan, will be incorporated in the TOR of the TA team, and will be required to be submitted in the inception report.
During the PPTA, and for purposes of program design, the following types of consultation and participation will be required to be carried out by the TA team: workshops, involvement of civil society, discussions with unions, etc. The TA team will be required to specify this in greater detail in the inception report. |

| Procurement | ||||||
| Consulting Services |
Consulting services required include: (i) Program Coordinator and Design Specialist (9 person-months), (ii) Gender Expert (5 person-months), (iii) Judicial Service Expert (5 person-months), (iv) Local Governance Expert (4 person-months), (v) National Integrity Strategy (NIS) Implementation Expert (4 person-months), (vi) Public Service Expert (5 person-months), (vii) E-Governance Specialist (5 person-months), and (viii) Financial Due Diligence Expert (1 person-month). These 38 person-months of national consulting services will be procured using the individual selection method in accordance with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). All necessary consulting services, with the exception of (i) will be delivered intermittently during TA implementation.
Consulting services will be procured in the project to: (i) conduct the relevant reviews, (ii) consider capacity building technical assistance needs in relevant government agencies, (iii) discuss with government and other stakeholders on the subsequent program design, (iv) assess the implementation scope of the NIS (including on Right to Information), and (v) help design the Governance Management Program. Procurement of equipment for the TA will be carried out in accordance with the ADB Procurement Guidelines (2007, as amended from time to time). The shopping method of procurement for equipments will be used as all such procurement is expected to be under $100,000. Funds for piloting use of citizen report cards, citizen charters, and how information and service centers at local level can be best used for these purposes, will be channeled through Project BGD/07/010 (Civil Service Change Management Project) of the United Nations Development Programme (UNDP). |
