Description The TA's impact is "participating governments adopt plans, policies and/or other actions to adapt development to expected future climatic conditions."The TA's outcome is "participating governments have improved understanding of the necessary reforms they must make to adapt to climate change."
Outcome Progress Toward Outcome
Participating governments have an improved understanding of the necessary actions they must make to adapt to climate change. Some of the activities of the Regional TA currently under development are: (i) HCMC (Vietnam) Coastal Cities Project (mainstreaming); (ii) Portfolio at Risk; (iii) Screening of SGA and other Pipeline Projects; and iv) contact with proposed multilaterals/bilateral for development of Partnership Framework Agreement.

Future directions of the RETA are: (i) Results of Southeast Asia Stern Review Workshop dissemination; (ii) Strategic Adaptation Partnerships; (iii) Climate Change Impact Depiction; (iv) Climate Refugee Fund; (v) Climate Resilient Research in the Agriculture Sector; Climate Change & Water; and Climate Change and Health.
Outputs and Timeframe Status of Implementation Progress (Outputs, Activities and Issues)
1. The capacity of selected subregional organizations is improved to support adaptation challenges in vulnerable ecosystems, sectors, and/or peoples of selected DMCs.
2. Selected DMCs propose revisions to plans, policies, and/or other actions for climate adaptation.
3. ADB operations are better aligned to meet selected DMCs' investment needs, given future climatic conditions.
As of March-end 2008 the project has completed: Core RETA Adaptation Team mobilized (Operations Assistant, National Research Assistant, National Administrative Assistant, International Consultant); preparatory activities including employment administrative requirements, and Team briefings on RETA; Selection of member country participation is underway; Stern Review Workshop has been completed; On-going study on climate impact adaptation in Ho Chi Minh City underway; Dealing with Climate Change through Strategic Environmental Assessment of development plans in the GMS. (Greater Mekong Subregion); Portfolio of 15 SGA (draft) project proposals worth estimated $2 million [DMCs include Viet Nam, Nepal, Thailand, Pacific Small Islands Developing States (SIDS), Asian Regional (Ports), South East Asia (Malaysia)]. Dialogue with UNEP & CRM ongoing, to consider collaborative UNEP-ADB-GEF coastal adaptation project.

Activities: (i) Strengthened regional and subregional cooperation; (ii) Strengthened DMC response to adaptation; and (iii) Mainstreaming adaptation considerations at ADB.

Outputs: (i) The capacity of selected subregional organizations is improved to support adaptation challenges in vulnerable cosystems, sectors, and/or peoples of selected DMCs; and (iii) ADB operations are better aligned to meet affected DMCs investment needs, given future climatic conditions.

Implementation ongoing.

As of October 2008 Narrative Assessment:

(i) Completed rapid assessment of ADBs Loan Portfolio at Risk
(ii) Adaptation and risk management dialogue with several filed stakeholders (Nepal, PAL, BAN, MAL, etc.) via RD focal points
(iii) Inter-departmental dialogue regarding Climate Change-oriented Environmental Impact Assessment (EIA)
(iv) Greenbag seminars completed:
a. Adapting ADB Operations to Climate Change: an overview of how ADB is beginning to mainstream climate risk assessment and adaptation into Country Partnership Strategy (CPS) preparation, sector roadmaps, project design, and safeguards on 6 July 2008.
b. Climate Adaptation and EIAs/SEAs on 15 August 2008

(v) Dealing with Climate Change through Strategic Environmental Assessment of development plans in the Greater Mekong Subregion (GMS)
(vi) Ongoing study regarding Ho Chi Minh City (HCMC) Coastal Cities Project: consultants mobilized; first workshop conducted; synthesis report prepared. Terms of Reference (TOR) and consulting contracts for PH II SGA completed.
(vii) In partnership with World Bank (WB) and Development for International Development (DFID) technical consulting support to ADB Bangladesh Resident Mission, the Government of Bangladesh, and Ministry of Environment and Forestry (MOEF) and partners to develop Climate Change Strategy and Action Plan 2008 (CCSAP-2008)
(viii) Climate Risk Management and Adaptation (CRMA) Road Maps formulated for Palau, and Nepal.
(ix) Technical consultations and assistance with Southeast Asia Department (SERD) and University of Tokyo intern regarding climate change adaptation assessment for Citarum basin in Indonesia.
(x) Multiple RD consultation toward formulation of Climate Change Implementation Plan (CCIP) Guidelines and Consultants TOR.
(xi) Synopsis of climate risk screening tools and TORs are being developed to assess project-level risks from climate impacts.
(xii) Formulated SGA marking criteria and proposal template; several RDs engaged in SGA process; facilitated design SGA proposals/concepts (ongoing), in collaboration with RDs (Nepal, Pakistan, Indonesia, Philippines, Viet Nam, Thailand, Pacific Small Islands Developing States [SIDS],Lao, Malaysia).
(xiii) Draft paper on Strategic Environmental Assessment tool to improve climate change adaptation portfolio
