Description The impact of the Ningxia-Yinchuan Project will be restored productive and protective functions of the ecosystem resources of the Yinchuan area. To achieve this impact, the TA will produce a feasibility study to design an integrated ecosystem management (IEM) approach for the sustainable use of natural resources in the Yinchuan area. This will include the following design outputs (i) an assessment of the enabling conditions for an IEM approach, including policies, regulations and incentives; (ii) appropriate institutional arrangements for the Project, including for capacity building; (iii) sustainable commercial agriculture including conservation agriculture, alternative livelihoods and water resources management; (iv) interventions for habitat restoration, wetlands protection, ecotourism, biodiversity conservation, carbon sequestration, and management and commercialization of wildlife; and (v) an ecosystem monitoring system.

To introduce an IEM approach to provide sustainable livelihoods for the population of the project area. to be achieved.
Outputs and Timeframe Status of Implementation Progress (Outputs, Activities and Issues)
1. IEM Capacity Building and Project Management: All public and private stakeholders have the capacity, regulations, and information to jointly implement IEM.

2. Land and Water Resource Management: Land users, public and private farmers, and NWRD implement sustainable land and water management.

3. Rural Livelihood Improvement: Rural households and smallholders are provided with alternative agriculture-based incomes through links with three enterprise groups.

4. Ecosystem Conservation: Commercial enterprises and conservation objectives are linked.
The project progress is about 15% against 16% of time elapsed.

Component progress is:
· IEM Capacity Building and Project Management. The NARG issued the Wetland Management Statute in 2009, which follows IEM principles and will guide wetlands conservation in Ningxia. An IEM demonstration district was identified and the technical design is ongoing. The project management office (PMO) formulated four project management regulations for procurement, disbursement, project management, and monitoring to regulate project implementation.

· Land and Water Resources Management. The project was selected as a test case for GEF Carbon Benefits Program in 2009, UNEP is the implementing agency. Colorado State University undertakes researches and field assessments. under which carbon sequestration from project activities will be evaluated. Field works for conservation agriculture are being implemented.

· Rural Livelihood Improvement. Ningxia Agricultural Reclamation Bureau finished small contract viniculture plantation and started dairy and beef production facilities. Yinchuan Municipality has started grapes and wolfberry plantation.

· Ecosystem Conservation. Works for Shahu and Yuehai lakes and Yinchuan wetlands are being conducted smoothly.

Consulting Services:
Consultants for IEM project management was fielded in early May 2010. They will help PMO establish a project performance monitoring system (PPMS) and refine capacity building programs. They will also reshape IEM activities by reflecting policy and institutional improvements, which the government made in ecosystem management since the project processing. Technical experts will be engaged when the terms of references are updated, including integrated water resources management planning.

Compliance with Loan Covenants:
Due covenants comply, with some to be enacted. The PMO, with IEM consultants, will establish the PPMS framework including baseline data by August 2010.
