Linkage to Country/Regional Strategy Agriculture is a key sector in ADB's 2006 CSPU, the PPA between the Government and ADB, and the Government's Tenth Five-Year Plan and APP. The proposed project is consistent with the poverty reduction and gender strategies of the Government and ADB.
Impact The highland population in target districts uses viable strategies, package of practices, and know-how for enhanced ecosystem services and rural livelihoods.
Outcome The PPTA will support the Ministry of Agriculture and Cooperatives in preparing an investment project proposal, namely the High Mountain Agriculture and Livestock Improvement (HIMALI) project for consideration by the Government and the ADB, through provision of consulting services.
Outputs and Timeframe The PPTA outputs will include (i) potential high mountain niche products identified and developed; (ii) successfully tested and implemented packages of improved livelihood and natural resources management options ready to be replicated and included in investment project design, which will be assisted by a separate participatory action research project; and (iii) project design and implementation plan.

Summary of Environmental and Social Issues Poverty incidence in the highland areas bordering the Tibetan Plateau has risen to 56% households below the poverty line due to the declining salt and other trade from Tibet. The project will tackle the resulting negative economic and social consequences of poverty by developing the livelihood of the rural highlands, including the livestock subsector, a major source for food security and income. Indigenous pasture species will be conserved and pasture management systems will be improved.
Stakeholder Participation and Consultation Participatory approaches will be used, and the process of reorienting the role of the Department of Livestock Services, to faciliatate development of the subsector, will be continued. The project will emphasie participatory planning and implementation, with beneficiaries and key stakeholders involved at all stages. This approach will improve ownership of development activities and develop beneficiaries' self-reliance.
