Linkage to Country/Regional Strategy The TA will update previous studies and advance preparatory work for FMSRB and prepare a detailed Roadmap and financing plan required for implementation using the MFF modality. The proposed project will coordinate with ICHARM as the Pacific Water Forum's regional knowledge hub for disaster risk reduction and flood management.

The Government has incresingly required ADB support to be closely aligned with national program in the water resources sector.
Impact The resulting project will assist the Government reduce social and economic impacts of floods through environmentally sustainable land and water management.
Outcome Agreed design of the multi-tranche financing facility (MFF) and tranche 1 loan for flood management in selected river basins

Geographical Location Island of Java, with specific focus on four river basins in the provinces of Banten (Ciujung) Central Java, (Jragung and Tuntang-Rawa Pening) and East Java (Sampean)
Summary of Environmental and Social Issues The resulting project will asssist the Government reduce social and economic impacts of floods through environmentally sustainable land and water management.
Stakeholder Participation and Consultation A full range of participatory workshops is planned during the conduct of the PPTA. Stakeholders will be consulted and participate at various stages of Investment Program preparation (i) formal public consultation workshops to present/discuss assessment of development issues, project identification/prioritization criteria, feasibility study recommendations, and subsequent basin Roadmap development; (ii) focus group discussion with stakeholders in key parts of the basin impacted by the program; and (iii) meetings/interviews with government officials (at national, provincial and district levels), as well as key informants (water utility executives, NGOs, personnel working on related projects in the basin).
Procurement
  Consulting Services It is estimated that a total of 85 person-months of consulting services (26 pm of international and 59 pm of national consultants) will be required to prepare the MFF investment facility and the first project. The consultants will be engaged individually (for Phase I and III) and through an international consulting firm in association with a domestic firm (for Phase II). Full technical proposals for Phase II will be evaluated using the quality-and cost-based selection method. The international consultants will include specialists in flood management, water resources management, institutions, climate change, sociology/resettlement, environment, economics/finance, and contract and document management. The national consultants will include specialist in water resources management, procurement, institutions, sociology (including gender and indigenous peoples), social and environmental safeguards (including resettlement), geographic information systems/data management, environment, monitoring and evaluation, finance and institutions, and procurement. The consultants will be engaged in accordance with ADB's Guidelines on the Use of Consultants and other arrangements satisfactory to ADB for the engagement of national consultants.
