Description The Project involves the construction and operation of a 100 MW concentrating solar power (CSP) generation plant near Dhursar village, Jaisalmer district, Rajasthan, India.
Objectives and Scope The project is designed to promote sustainable economic growth by diversifying India's energy mix through the addition of renewable energy capacity. The development impact of the project also includes environmental benefits through more efficient use of indigenous renewable energy resources with very limited emission of pollutants or greenhouse gases. In addition, the building of the project will help demonstrate the feasibility of utility-scale CSP projects in India and the operational performance in a location (Rajasthan) where substantial development in solar power is planned during 2012-2017.
Linkage to Country/Regional Strategy The project supports two of the five core operational areas of Strategy 2020¿infrastructure and environment. The project is aligned with the India country partnership strategy (CPS), 2009¿2012. One of the four strategy pillars of the CPS is to support inclusive and environmentally sustainable growth through continued focus on infrastructure development and enhanced focus on renewable energy. The project is consistent with one key outcome indicator of the CPS, which targets an addition of at least 70 MW of solar power generation through ADB assistance by 2012.

Summary of Environmental and Social Aspects The project is classified category B for environment and category C for involuntary resettlement and indigenous people safeguards under ADB's Safeguard Policy Statement (SPS 2009). The potential environmental and social impacts and risks assessment have been carried out considering project activities in the construction and operation phase and mitigating measures to avoid, minimize, mitigate and compensate for the impacts and to ensure compliance with ADB's Social Protection Strategy (2001) are incorporated in the safeguard reports and plans. RSTEPL has established an environmental and social management cell at corporate and site levels and allocated budget to manage and ensure implementation of the environmental and social management plan including the environmental monitoring activities. Information disclosure and consultations with the various project stakeholders have been conducted in accordance with ADB requirements. The project will be implemented in accordance with applicable national laws and regulations and ADB Safeguard Policy Statement (2009) and Social Protection Strategy.
Stakeholder Communication, Participation and Consultation RSTEPL organized a public consultation meeting in February 2011 where social and environmental issues were discussed. RSTEPL will continue this proactive engagement with various stakeholders including the local community, its employees and other workers during project construction and operations.
