Linkage to Country/Regional Strategy The Country Partnership Strategy (extended for one year due to civil unrest during elections in 2008 and the global financial crisis in 2009) rests on the two major pillars identified in the Government's strategy: (i) stable broad-based growth and (ii) inclusive social development. Country assistance under the first pillar includes opening economic opportunities in rural areas. The second pillar involves increases in economic opportunities and raising and stabilizing incomes, reducing unemployment, and improving education and living conditions. The Country Operational Business Plan for 2009¿2012 incorporates JFPR work as part of the mechanisms to address the impact of the global financial crisis on social services, financial services, and poverty. Under Strategy 2020, poverty reduction via inclusive economic growth is a priority. Good governance and capacity building, private sector development, and gender equity are three of the four ADB drivers of change. Financial sector development is one of the five ADB core areas of change. The proposed JFPR touches upon all these priorities. By strengthening legitimacy, governance, and capacity of SCCs, this JFPR will provide better opportunities for households to save and borrow under terms and conditions suitable for their needs, particularly in rural areas. Greater access to finance will help in raising and stabilizing income and improving living conditions of this underserved segment of the population. The JFPR will also provide opportunities for households to better understand basic financial management and make more prudent use of the services available to them. Basic financial education will improve education and financial options, particularly for women.
