Project Rationale The Afghanistan National Development Strategy (ANDS - approved 2009) prioritzes development of water resources for irrigation as a key activity for economic growth and poverty reduction. ADB's Country Partnership Strategy is in line with ANDS and also highlights water resources and one of the focal areas for ADB support.
Impact Increase productivity of farm production and environmental sustainability.
Outcome Progress Toward Outcome
1. Strengthened institutional framework and capacity for IWRM and development. 2. Improved performace of irrigation system in the Hari Rud and Murghab River Basin.
3. Improved effectiveness of miras and communities to manage and provide operation and maintenance (O&M) for their irrigation systems
4. Improved water management by farmers at the farm level.
5. Improved yields of irrigated wheat and fodder (ADF grant)
6. Increasedcropping intensity and yields for second season horticulture
7. Increased income-generating opportunities for rural women and landless
8. Improved capacity for IWRM, irrigation, and water resources management and development, agricultural productivity, and project management.

Summary of Environmental and Social Issues
Environmental Aspects Environmental capacity development for the Investment Program will be supported by having environmental expertise as part of the implementation consultants in the PMOs. Environmental monitoring will be supported by the implementation consultants and environmetnal counterpart staff in the PMO. For future tranches, IEEs or environmental impact assessments, if required, will be prepared followng the Environmental Assessment and Review Framework (EARF) and included in thea ppraisal reprot, with due public consultation and information disclosure. The IEEs will be submitted with periodic financing requests for ADB approval.
Procurement
  Consulting Services Consulting services will be required to prepare investments under ensuing tranches of the Investment Program. Quality based selection procedures will be used for engaging consultant firms.
  Civil Works/Goods Procurement of works and goods to be financed under the Investment Program will be undertaken in accordance with ADB's Procurement Guidelines (2007, as amended from time to time). International competitive bidding (ICB) will be used for supply contracts estimated costing more than $500,000 and for civil works that cost more than $2 million. National competitive bidding (NCB) will be used for goods and works above $100,000 and below the ICB thresholds. Shopping will be used for goods and works equal to or below $100,000.
