Project Rationale Improving energy efficiency and energy productivity are key components of Pakistan's energy strategy. Reducing unproductive and volatile demand will result in immediate energy savings. Lower energy intensity will boost energy access and meet social development goals, and reduce carbon emissions and meet climate change adaptation goals. Energy productive Pakistan will be more competitive in the global economy. Pakistan is determined to pursue a sustained long-term plan to optimize the energy mix and consumption across all sectors of the eonomy.

The Government has an existing policy framework for energy efficiency. Achieving energy security and energy affordability are two main goals set in the Vision 2030 and the Medium-Term Development Framework of Pakistan. The National Energy Conservation Policy was adopted in 2006. It defines the energy efficiency objectives and cross-sector implementation parameters.
Impact Energy demand and supply balanced, energy mix optimized and energy security achieved.
Outcome Energy efficiency benefits realized in critical energy consuming sectors, and dynamic energy efficiency institutional and business environment created.
Outputs Increased investments and market penetration of energy efficient technologies in Pakistan.

Summary of Environmental and Social Issues
Social Aspects The components identified under the MFF do not trigger ADB's Involuntary Resettlement policy.
Environmental Aspects Environmental Assessment Review Framework will be prepared for the MFF.
Stakeholder Participation and Consultation
During Project Design Extensive consultation process is underway. To support the investment program preparation and the Roadmap preparation, the Government established the Energy Efficiency and Conservation Consultative Group (EECCG) chaired by the Planning Commission and comprising Secretaries of EAD, Ministries of Finance, Water and Power, Petroleum and Natural Resources, Environment, Industries, the National Energy Conservation Center, PEPCO, power and gas utilizties, Pakistat Standards and Quality Control Authority, Hydrocarbon Development Institute, Pakistan Council for Industrial and Scientific Research, and development partners. EECCG provides strategic guidance into the program design and later in implementation to ensure the effectiveness and sustainability of the project's outcome.
During Project Implementation EECCG will continue its strategic guidance role. The Planning Commission and PMU will coordinate with other stakeholders during implementation.
Procurement
  Consulting Services Consultants will be carried out in line with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time) for (i) capacity and institutional development, (ii) project design and preparation, (iii) project implementation support, and (iv) energy efficiency standards program. The detailed terms of refence and implementation arrangement will be determined during loan processing in consultation with the Government and the EA.
  Civil Works/Goods All procurement to be financed under an ADB loan will be carried out in accordance with ADB's Procurement Guidelines. ICB or NCB methods will be primarily used depending on contract size.
