Project Rationale The Government is committed to reducing poverty and achieving MDGs, and has identified the health sector as one of four priority sector. The 7th Health Sector Development Plan is to be supported by a results-based sector program approach and will focus on eight priority areas, including the model healthy village, safe motherhood, child survival, nutrition and emerging diseases, HRH, management, financing, and aid coordination.

In line with the Lao PDR country partnership strategy, the HSDP consolidates ADBs past investments in primary health care eight northern provinces and provincial health management countrywide, and responds to the Government's efforts and ADB's commitment to implement the Vientiane Declaration on Aid Effectiveness.
Impact The impact of the Health SDP will be reduced maternal and child mortality and malnutrition by 2015.
Outcome The outcome will be improved use of health services, in particular for the poor, women and children, and ethnic groups.
Outputs The proposed program outputs are (i) strengthened planning and financing; (ii) increased access to maternal, neonatal and child health care; and (iii) improved quality of human resources for health.

Summary of Environmental and Social Issues
Social Aspects A poverty and social assessment was completed during project preparation and the H-SDP has been designed to benefit the poor, women and ethnic groups in terms of better access to quality health care that is more affordable. A gender and ethnic group action plan has been prepared to highlight the particular needs of these groups and ensure that they are included in and benefit from all program activities. The civil works were reviewed and no resettlement issues have been identified. Civil works is limited to renovation and upgrading of health facilities on existing government land, while there is no knowledge of any squatters or other use of this government land.

Stakeholder Participation and Consultation
During Project Design Extensive consultations were held at national level (MOH departments, other ministries and partners; provincial level (governors, administrators); sub-provincial level (district officers and health staff); and potential beneficiaries (village health committees, volunteers, and clients). Several field studies have been conducted during the PPTA to appraise planning and budgeting, financial management, safe motherhood, quality of care, and civil works including public consultation on any resettlement or environmental issues.
During Project Implementation The MOH Steering Committee will review program progress each quarter. The provincial health offices will participate in the annual review process. Beneficiaries will be consulted as part of the design process, and during implementation.
Procurement
  Civil Works/Goods The program grant proceeds will be used to finance the foreign exchange cost of items produced and procured in ADB member countries, excluding items included on a list of ineligible items and imports financed by other bilateral and multilateral sources. The grant recipient will certify that the volume of eligible imports exceeds the amount of ADB's projected disbursements under the program grant in a given period. ADB will have the right to audit the use of grant proceeds and to verify the accuracy of the recipient's certification.
