Procurement
  Consulting Services Program consultants will be recruited using the quality and cost-based selection method and a full technical proposal in accordance with ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (2007, as amended from time to time).
  Civil Works/Goods Contract packages financed by ADB will be procured in accordance with ADB's Procurement Guidelines (2007, as amended from time to time). The civil works contracts will be procured using international competitive bidding and will be subject to prior review by ADB.
