Outcome Governance and institutional capacity in the transport sector are strengthened and transport on the national road network in central Luzon, southwestern Visayas and northern Mindanao becomes more efficient.

Detailed engineering design of roads to be improved under Tranche 2.
Strengthening governance and institutional capacity in the road sector.
Procurement
  Consulting Services Consultants will be recruited using the quality and cost-based selection method and a full technical proposal in accordance with ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers (2007, as amended from time to time).
  Civil Works/Goods Tranche 1 contract packages financed by the ADB and OFID loans will be procured in accordance with ADB's Procurement Guidelines (2007, as amended from time to time). The civil works contracts will be procured using international competitive bidding and will be subject to prior review by ADB.
