| Project Rationale | In Sri Lanka, Eastern Province (EP) had been severely affected by the long-running civil conflict. For the first time in 10 years, EP is under Government control. The Government is currently focusing in restoring the infrastructure destroyed or abandoned during the conflict in EP and its adjacent areas, including North Central Province (NCP). The Eastern and North Central Provincial Roads Project (the Project) aims to support the Governments initiatives by rehabilitating road connectivity in EP and NCP.
EPs road network includes 857 km national highways, 1,098 km provincial roads (PRs), 4,838 km of rural roads, and 3,412 km of other roads. About 65% of PRs in EP are in poor and very poor conditions, require rehabilitation and reconstruction. Where access is possible, riding conditions are poor, vehicle speeds are low, and vehicle-operating costs are high. NCPs road network includes 1,141 national highways, about 1,951 km PRs, 11,835 km rural roads, and 1,173 km other roads. About 22% of PRs in NCP require reconstruction, 18% require rehabilitation, while 38% and 22% are in fair and good conditions, respectively. The population in NCP is almost 1.4 million, while in EP is estimated at 1.7 million. In NCP, the population below poverty line is 245,000 (17.5%) compared with 15% of the national figure. EP, due to the conflict situation, was not included in the poverty study, however, the poverty condition has been worse. In Sri Lanka, high poverty levels are linked to the lack of access to infrastructure. Poor infrastructure is the biggest constraint for the areas to grow. Rural enterprises cite transport as a major obstacle to starting or operating a business. EP and NCP need improvement of their road network to balance the disparities within the provinces and further accelerate the pace of its economic growth and keep up with the economic growth at the national level. Following the 13th Amendment to the Constitution, 1989, responsibility for managing PRs are with Provincial Councils (PCs). Several different structures were adopted for provincial road administrations. In NCP, Provincial Road Development Authority (PRDA) has been established, while in EP, Provincial Road Development Department (PRDD) is responsible for managing PRs. While ADB has provided PRDA with capacity building program under the previous project, PRDD has not received the same benefit. In general there is still a lack professional and technical expertise, particularly in planning, programming, design, contract administration, and quality control. Furthermore, road rehabilitation and maintenance has been always under-funded. The performance of road responsibilities has therefore remained weak, and the condition of the PR network has deteriorated. The Project is proposed to improve connectivity to the neglected areas, supporting socially inclusive development. It will contribute to reducing disparities in Sri Lanka, supporting the key goals of the Governments 10-Year Development Framework (10YDF, 2007-2016) , which emphasizes equitable growth and the Country Partnership Strategy (CPS) for Sri Lanka (2009-2011). |

| Impact | In support of the CPS outcome, the Project impact will be an overall improvement of the transport system in Sri Lanka. | Social Aspects |
Agriculture is the mainstay economy of EP and NCP. The farmers in these rural provincial areas, especially in the post-conflict areas in EP, will benefit from the improved transport connectivity, providing efficient linkage for transport of goods and services to and from the urban areas. The Project will also improve access to social benefits such as employment opportunities and public services.
IPSA has been carried out along all project roads. This revealed that there are (a) no indigenous peoples living in the vicinity and (b) only minor impacts on the physical structures located along a few project roads in EP - demolition of parapet walls, fences or gates, etc. Under the Project: (a) all candidate roads have adequate ROW and no land acquisition will be required, (b) no adverse social impacts, and (c) no encroachers or squatters located within the ROWs. Sri Lanka has a low prevalence rate of HIV/Aids infection. No cases of human trafficking were revealed during surveys and interviews along the project roads. Contractors will be required to conduct awareness programs targeted at potential risk groups such as migrant workers if any. There will not be any adverse impacts on women or girls expected due to the proposed project. |

| Environmental Aspects | Initial Environmental Examinations (IEEs) have been carried out and determined that the proposed Project is category B according to the ADBs environmental assessment guidelines. The IEEs also highlighted that none of the project affected areas is situated in close proximity to environmentally sensitive areas declared under the laws and regulations of Sri Lanka. The Central Environmental Authority (CEA) of Sri Lanka has issued clearance for all project roads with recommendations. CEAs recommendations will be included in the Environmental Management and Monitoring Plans that will be submitted to ADB by end of December 2008. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| Stakeholder Participation and Consultation | |||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| During Project Design | Consultation and community participation have been encouraged during the course of the initial poverty and social assessment (IPSA) undertaken in June 2008. Further consultations have been carried out during preparation of the resettlement plans in September-October 2008. The communities along the Project roads were enthusiastic about the Project as it will improve their mobility. Provincial Councils in EP and NCP, through PRDD and PRDA, have been fully involved in the selection of roads, from long-listing to short-listing exercise, as well as in surveys and collecting information. The criteria for short-listing the roads include the role of the road in connecting to economic/social services and national highways, traffic volume; road conditions, maintenance costs, poverty index, and the importance of road to the provision of bus services. Feasibility study then was done, considering (i) engineering and traffic aspects, (ii) treatment options and cost estimates; (iii) social & environmental aspects; and (iv) economic analysis. Several workshops were carried out for presenting milestones achieved during preparation of the design. The last workshop was held on 27-28 November 2008 to discuss the institutional capacity building program, public expenditure review, and draft concept paper. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
| During Project Implementation | The capacity building TA will assist PRDA and PRDD in impact monitoring through consultation with Project stake holders such as road users, local communities, and health and education service providers. | Consulting Services | Consultants will be recruited in line with ADB's Guidelines on the Use of Consultants (2007, as amended from time to time). PRDD and PRDA will hire a separate consulting team as the Project Implementation Consultant (PIC), which will assume the role of the "Engineer" for the civil works Contracts. | Civil Works/Goods | All procurement to be financed under the proposed ADB loan will be carried out in accordance with ADB's Procurement Guidelines (2007, as amended from time to time). National competitive bidding will be used for all civil works contracts and for supply contracts estimated at $100,000 to $1.0 million. Shopping will be used for supply contracts worth less than $100,000.
