| Project Rationale | Bangladesh remains to be one of the worlds poorest nations with gross domestic product (GDP) per capita of $554 and 50% poverty incidence. Over 80% of the population is rural, of which two thirds are landless or near landless. Those with productive land are subject to regular flooding. Although agricultures share of GDP (currently 19%) has been declining as the economy grows, it remains the primary economic sector in rural Bangladesh and provides 63% of employment. The rural poor in Bangladesh face unfavorable agricultural environments, rely heavily on agricultural wage labor, and possess few agricultural and nonagricultural assets. Recent rise in food price has further impacted on the purchasing power of those living below the poverty line.
Key challenges in water management are frequent flooding, river erosion, seasonal water shortages, environmental degradation and significant (predicted) impacts of climate change. These are aggravated by inadequate water management infrastructure, limited beneficiary participation and weak post construction support for operation and maintenance (O&M). Effective water management and equitable access to water are critical for the production base and livelihoods of the rural poor. The Government has made substantial efforts to create an enabling environment to improve water resources management through a range of water sector reforms. The prevailing policy framework has provided favorable conditions for ADB investments in the small-scale (less than 1,000 hectares) water resources sector under the first Small-Scale Water Resources Sector Development Project (SSWRDSP) and subsequent, ongoing second SSWRDSP. The formation of legal entities, Water Management Cooperative Associations (WMCAs), fully inclusive, multi facetted, community-based water management organizations, has driven efforts to maximize stakeholder participation in the subproject development process. |

| Impact | PSSWRP will enhance productivity and sustainability in agriculture. | Social Aspects |
The PPTA noted that little involuntary resettlement impacts are envisaged for the PSSWRP of which main impacts are relatively minor strip acquisition of land, temporary/seasonal crop loss and tree removal. Accordingly, a draft Resettlement Framework (RF) for the entire project and draft Resettlement Plans (RP) for sample subprojects have been prepared. The draft summary RF as prepared by the PPTA consultants (and cleared by ADB) is included as Appendix 16 to Attachment 1. The Mission earlier provided the draft RF for LGED review and comment, endorsement is awaited following which the document will be disclosed on LGED and ADB websites.
There are limited numbers of IPs living in Project districts, in most subprojects no IP communities will be affected. WMCAS are fully inclusive and the highly participatory design of the subproject development process enables participation of all local stakeholders including IPs and therefore, specific action is not recommended. In accordance with ADBs Policy on Indigenous People (April 1998), an Indigenous Peoples Development Framework was prepared and cleared by ADB. Review and endorsement by LGED is awaited prior to disclosure on LGED and ADB websites. |

| Environmental Aspects | The environmental impacts from the Project are not anticipated to be significant. The PPTA prepared a draft Environmental Assessment and Review Plan (EARP) following the requirements of the Government, and ADB, which outlines the broad scope of the project the policy, procedures, and institutional requirements for preparing the subsequent subprojects under the Project. At the same time, initial environmental examinations (IEEs) for the three sample subprojects (Goshinga, Purba Sarail Madai and Kanakdia) were also prepared, in accordance with ADBs environment policy and guidelines. These have all been assigned Category B status and for each subproject an environment monitoring plan (EMP) included in the IEE will be implemented. The draft EARP and the draft IEEs as prepared by the PPTA (and cleared by ADB) have been reviewed by Department of Environment, endorsement by LGED is awaited prior to disclosure on LGED and ADB websites. | Consulting Services | Consultants will be selected and engaged in accordance with ADB Guidelines ont he use of consultants (2007, as amended from time to time). Firms carrying out project implementation consulting services willb e selected through international competition using the quality- and cost-based selection method. | Civil Works/Goods | Procurement of goods and services under the Project will be carried out in accordance with ADBs Procurement Guidelines (2007, as amended from time to time) and the Governments Public Procurement Regulations of 2008 as acceptable to ADB. With clarifications and modifications described in NCB Annex for Bangladesh which provides requirements for compliance with the provisions of the Procurement Guidelines. National Competitive Bidding (NCB) procedures will be applied for contract works below $2.0 million. NCB will be the major mode for civil works contract given the small size of subprojects. Equipment and materials will be procured under international competitive bidding where the estimated cost is more than $500,000 equivalent. Shopping procedure will be used for contracts with estimated cost between $10,000 and $100,000. Bidding of NCB contracts estimated at $500,000 or more for goods and related services or $1,000,000 or more for civil works shall be advertised concurrently with the general procurement notices on ADBs website. Earthworks contracts costing less than Tk 330,000 (about $5,000) may be awarded directly to the subproject specific Labour Contracting Society (LCS) as a community works contract following relevant provisions of ADB guidelines regarding community participation. | ||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||||
