Stakeholder Communication, Participation and Consultation
During Project Design Stakeholder analysis and the role of each stakeholder are identified. The main stakeholders of the Project are urban residents; farmers; floating population; waste collectors; street sweepers; implementing agencies (IAs) such as the Nanning Investment and Development Company, Nanning Xiangsihu Investment, Construction and Development Company, Nanning Shixi Solid Waste Treatment Company, and Nanning Qingxiu Mountain Scenic and Tourist Resort Development Company; executing agency, i.e., the Nanning Municipal Government (NMG); and secondary stakeholders such as the All-China Womens Federation, Civil Affairs Bureau, etc. During the project design, a variety of participatory approachessuch as participatory rural appraisal, workshops, focus group discussions, meetings, interviews, and surveyswere employed to gain a better understanding of the demand, needs, and interests of the stakeholder, particularly groups that are normally excluded from the decision making process.
During Project Implementation Local district and county governments and communities will assist each IA in (i) acquiring land; (ii) implementing resettlement plans (RPs), the social development action plan (SDAP), and environmental management plan (EMP); and (iii) organizing local labor construction to ensure the participation and benefit of the Project to the poor, women, floating population, and other vulnerable people. Local people, particularly affected people and ethnic minority groups, will continue to be involved in the consultation and participation process, especially in the implementation of RPs, SDAP, and EMP. For the purpose of public disclosure, the EA, IAs, local governments, and village committees will receive copies of all relevant documents. An ongoing public information program on health behavior and sanitation will be continued in coordination with the Health Bureau and Environmental Protection Agency of the NMG.
