Summary of Environmental and Social Issues
Social Aspects The Project will create significant jobs for skilled and unskilled labor during implementation. Unskilled labor will be employed directly in road construction, rehabilitation, and maintenance; and indirectly in providing materials and services for contractors. The Project will generate employment in areas where no other job opportunities exist. The Project will have the impact on poverty reduction by encouraging contractors to engage local workers in project areas and providing priority to the poor and disadvantaged during construction. The Project will contribute to better living standards for the poor, generate off-farm employment opportunities, reduce commuting times, and provide improved access to services.

The project roads will improve marketing of agricultural produce and peoples access to social services in the project areas, while contributing to regional trade.

The Project will benefit women by providing them with easier access to markets, better delivery of services, and improved access to better quality health care facilities and higher education.
Environmental Aspects No major negative environmental impacts are likely to occur because the mitigation measures are implemented adequately
Stakeholder Participation and Consultation
During Project Design During the preparation of the LARP, the public was consulted.
During Project Implementation Project has yet to commence with civil works.
Procurement
  Consulting Services The supervision consulting packages for Project 2 has been engaged under Project 1 and will continue to be financed from the Tranche 1 loan until the loan closing on 31 December 2010.
  Civil Works/Goods Procurement of goods and services to be financed by Tranche 2 will follow ADB's Procurement Guidelines. The Project will include two civil works contract packages. International competitive biding procedures will be followed for the civil works contracts.
