Description The overall objective of the Project is to increase the number of
Maldivians, men and women, actively participating in the labor
force and employed. The Project will (i) provide youths with
employment-oriented skills training; (ii) increase capacity to
design, develop, and deliver employment-oriented skills training;
(iii) improve public perception of training and employment in
locally available skills-oriented occupations; and (iv) strengthen
labor administration and labor market analysis.
Project Outcome
Outcome Progress Toward Outcome
Provide more employment-oriented skills training in various occupations and improve the capacity to develop and deliver competency-based skills training (CBST) The capacity of the relevant training providers to develop and deliver a range of skills training programs has been strengthened. More than 2000 youth received employment-oriented skills training, and about 2000 more youth are now enrolled and completing training courses. Awareness campaigns are ongoing, and attitudes toward vocational training are changing slowly.

1. Increased access to employment-oriented skills training: The Project will (i) work with employment sector councils (ESCs), (ii) strengthen the capacity to deliver CBST, and (iii) deliver training programs.

2. Career guidance, employment information, and social marketing: The Project will (i) build the capacity for, develop, and implement career guidance programs for secondary school students; (ii) undertake employment information dissemination; and (iii) develop and implement social marketing for employment and career awareness.

3. Capacity strengthening of the the Ministry of Employment and Labor (MEL): The Project will strengthen the capacity of MEL for more effective labor administration, labor market and policy analysis, including LMIS.
The Project has made substantial progress in a number of areas including (i) approving nine competency-based standards (CS) and another 16 are being finalized out of 40 CS for various skills identified by ESCs, (ii) approving the Maldives National Qualifications Framework, (iii) approving an interim technical and vocational education training (TVET) qualification framework, and (iv) completing and providing skills training for more than 2000 youth in various skills achieving the revised target of the Project.
Geographical Location Training in the Project will be delivered in three geographic regions, namely, Male island and adjacent atolls, the Northern Development Region, and the Southern Development Region.
