Project Outcome
Outcome Progress Toward Outcome
Increased coverage and improved delivery of water supply and sewerage services to the residents of the Suva Nausori area. Four components with a cumulative contractual value of approximately
US$8.4 million have been awarded and include; (i) financing the shortfall arising from Contract Variation on Contract WSC 20/04 (with Lagan Construction Ltd UK) under the Original Loan; (ii) Contract WSC 41/04: Investigation (CCTV) of Sewers in Suva CBD: Nausori Town and the Great Eastern Sewer; (iii) Contract WSC 44/04: Backlog Sewerage Project for Samabula North Sewer Reticulation Package 5F; and (iv) PMU Technical Support Consultancy including 4 individual consultannts. The other four components: (i) Contract WSC 44/04: Backlog Sewerage Project for Suva Point Backlog Sewerage Program Package 5G(estimated value for this contract is around $9m); (ii) Water Loss Reduction Program; (iii) Leak Detection Training Program, and (iv) Environmental Monitoring Program, are expected to be awarded between now and April 2012.

1. WAF officially commenced operations on 1 January 2010 and its staff plan is now completed. This task is complete.
2. Community education and awareness program is an ongoing task.
3. The Government has reviewed the effluent treatment requirements of this component and to submit bill of quantities and estimated costs for the required works for ADB's review and no-objection.
4. Rehabilitation and Refurbishing of Kinoya Sewage Treatment Plant is still on going and will be completed in Mar 2012.
5. Recruitment of individual consultants (Senior Water Engineer, Senior Wastewater Engineer, Senior Environmental Engineer and/or Scientist and Water Loss Engineer) is now completed and the four individual consultnts are mobilized. 6. For backlog area, ADB provided No Objection on 1 March 2011 to WAF Tender Panel recommendation to repackage the tender into two separate contracts; one for the procurement and installation of the pumping equipment and another for the procurement and laying of the pipe network. The bids were opened on 27 Oct 2011, evaluation completed and contract award likely in February 2012.
7) Construction of Tacirua Heights Sewer has been completed and final payments being made. Tamavua Trunk Sewers: this is still on going and is expected to be completed on June 2012.

Summary of Environmental and Social Aspects
Environmental Aspects An initial environmental examination for the Project has confirmed the classification as category B. The Projects overall environmental effects are positive. It will benefit the environment through (i) a substantial reduction of sewage entering the groundwater, streams, and the sea because of inadequate treatment in septic tanks; (ii) a substantial reduction of sewage pump station failures and consequent overflows, which often seriously affect low-lying communities near coastal waters; (iii) the provision of sludge treatment facilities at the two project water treatment plants; and (iv) better performance and effluent quality from the Kinoya sewage treatment plant. The rehabilitation and augmentation of that plant will enable access to carbon credits through the Clean Development Mechanism. These improvements will help to reduce the pollution of streams, drains, and coastal waters in the project area. Environmental monitoring and management plans, incorporated into civil works contracts, are being implemented effectively and are monitored by the IA's environment officer.
Stakeholder Communication, Participation and Consultation
During Project Design Community leaders were consulted, consumer surveys were carried out, and beneficiary participation developed for project implementation. Public consultations during the feasibility study focused on the issues of land availability and social impact assessment of the various project components. In particular, the feasibility study team met with village leaders and a group of women fisherfolk in the Rewa River area.
Such consultation with the affected communities will be an ongoing process under the Project.
