| Description | The objective is to improve district heating system operations and encourage end-user efficiency in order to improve the reliability and adequacy of heat supply in Ulaanbaatar. The Project will rehabilitate and modernize the heat and steam supply systems, allow consumer-end heat control, and introduce a tariff and billing system based on metered heat consumption which will provide market-based incentives to consume heat efficiency. The scope includes: (i) conversion of the district heating system to variable flow operation; (ii) consumer-end heat control, and metering and billing improvement; (iii) steam system rehabilitation; and (iv) project management and training. | |
